Job Responsibilities/Duties
Washington River Protection Solutions (WRPS) seeks a Project Control Engineer who will support the execution of WRPS tank farms mission. This position prepares, maintains, reviews and revises baseline schedules and budgets for programmatic activities and in line-item construction projects. Responsibilities will include development and maintenance of the Performance Measurement Baseline schedule, Summarized Life Cycle Schedules (SLCS) and the Field Execution Schedule (FES). This position will also provide support in the development of the Work Breakdown Structure, work authorizations, performance measurement and analysis, funds management, spend forecasts, performance forecast, estimates to complete, cost control and earned value performance measurement; and associated reporting and information distribution internally and to Department of Energy (DOE)-Office of River Protection (ORP) and stakeholders. This position will also review schedule data and identify and acquire the information needed to create and maintain work relationships to interface between assigned disciplines or specialties and recommends appropriate actions and revisions.
Responsibilities include but are not limited to:
Knowledge of earned value reporting requirements including DOE Order 413.3B;
Requires frequent sensitive and strategic communications with ORP leaders, other contractors, and state and federal regulators. Requires effective and open communication throughout WRPS;
Ability to develop Critical Path Method (CPM) schedule logic for engineering, procurement, construction, and operations;
Familiar with construction contracting and the scheduling implications of contract terms;
Plan when scope should be performed as well as develop the rules of performance (ROP) / rules of credit using detailed FES activities, the ROP database and SLCS;
Knowledgeable of scope control and change management and has demonstrated ability to incorporate directed changes into schedule baseline;
Lead the development, implementation and maintenance of effective cost control programs;
Cost/schedule integration and critical path analysis and other scheduling concepts;
Create and develop cost/schedule baseline budgets in support of Control Account Managers (CAMs);
Ability to resource load schedule;
Responsible for assembling data for schedule updates;
Cost analysis and forecasting as it relates to planning and scheduling;
Prepare ETCs for select accounts;
Evaluate manpower, labor hour, and labor cost requirements versus budget limitations including preparation of variance analysis;
Compare actual cost to funding limitations;
Prepare expenditure forecasts to identify critical points in project funding;
Review purchase order and subcontract commitments and expenditures;
Maintain and track database to insure that subcontractor funding is aligned with work authorization and expenditures;
Conduct or assists in performance measurement and associated cost trending;
Prepare and assist in various levels of project reporting;
Assist in analysis of project variances;
Assist in the maintenance of WBS and helps maintain project coding for all systems;
Knowledgeable of scope control and change management;
Ability to communicate in a positive and professional manner; and
Perform other duties assigned.
Required Qualifications
Grade 17:
Bachelors Degree (BA/BS) in Business, Construction Management, Project Management or related field; and
Five (5) years of related experience or an equivalent combination of education and experience.
Grade 18:
Bachelors Degree (BA/BS) in Business, Construction Management, Project Management or related field; and
Seven (7) years of related experience or an equivalent combination of education and experience.
Grade19:
Bachelors Degree (BA/BS) in Business, Construction Management, Project Management or related field; and
Nine (9) years of related experience or an equivalent combination of education and experience.
Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased.
Desired Qualifications
Prior project controls experience supporting Hanford DOE projects.
Ability to deliver business results, schedule complex environmental projects, and be part of a healthy, empowering organization. Should be knowledgeable and have experience with Hanford's accelerated clean-up baseline, TPA, and environmental regulatory issues and requirements.
Having achieved a satisfactory level of technical and professional skill or knowledge in position-related areas, keeping up with current industry developments and trends. This includes detailed and proficient use of both cost and schedule control tools and EVMS criteria in a DOE environment.
Understanding and knowledge of all aspects of Project Control scope, services, deliverables, customer needs, tools/systems, and processes and requirements.
Understanding and knowledge of material procurements.
Detailed working knowledge of P6 schedules/interfaces.
Presentation experience is preferred.

In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, WRPS takes into consideration a variety of factors when determining initial salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made within the targeted hiring range posted. Note a candidate's prior salary history will not be taken into consideration.
