ManTech is seeking a S&T Programs Manager to support our contract with The Marine Corps Warfighting Laboratory, Science & Technology Division.
The Science and Technology Programs Manager must be a United States citizen and able to obtain and maintain a Top Secret Sensitive Compartmentalized Information (TS-SCI) clearance, as well as Clearance for Special Access Programs (SAP) as needed.
INTRODUCTION:
This position is located in the Office of Science and Technology Integration (OS&TI) Division, Marine Corps Warfighting Laboratory (MCWL), and Marine Corps Combat Development Command (MCCDC). OS&TI functions as the S&T Programs Manager for the Marine Corps and provides technical oversight of
proposals submitted to Office of the Under Secretary of Defense for Research and Engineering (OUSD (R&E)), Joint Program Office (JPO) for Director Operational Test and Evaluation (DOT&E)/Strategic Initiatives, Policy and Emerging Technologies (SIPET) and United States Transportation Combatant
Command (USTRANSCOM).
The S&T Programs Manager works under the general supervision of the MCWL Science and Technology Director, and has the responsibility to independently plan and carry out work within the framework of overall objectives and time frames provided by the specific programs and select the approaches and
methods to be used in solving problems. The S&T Programs Manager's role substantially impacts the overall decision of a technology being approved by OUSD (R&E), DOT&E, USTRANSCOM, JSJ8, and any other organization that has RDT&E funds.
General Responsibilities:
Be able to write and clearly articulate thoughts, opinions and recommendations at an advanced level and make decisions in a technical environment.
Evaluate and analyze new technologies and concepts for possible Marine Corps application and to provide analysis outcomes and recommendations to both the S&T Director and the Commanding General of the Marine Corps Warfighting Laboratory.
Evaluate and compare the prioritization of S&T Programs proposals based on coordination and integration opportunities with other USMC Commands and DoD and Government Agencies.
Brief Marine Corps, Marine Requirements Board (MRB), Marine Corps Requirement Oversight Council (MROC), other services, DoD, Combatant Commands, and industry on S&T programs as needed.
Manages S&T programs process and assess schedules, timelines and cost to determine whether programs are on schedule, need Technical Readiness Reviews (TRR), need extensions, or need to be brought forward for an internal program review.
Monitor active S&T joint programs for possible Marine Corps interest.
Familiarity with technical and administrative matters, to include execution of travel, security, correspondence, and proper protocol.
Requirements:
Active TS/SCI
At least 10 years of experience with the following:
Experience in coordinating, developing, integrating, and managing implementations of tactical, technical, technological, and procedural solutions related to the employment of weapons systems, processes, and fixed and rotary wing Marine Aviation assets on both the dispersed and constrained battlespace.
Experience in exploring emerging and mature technological solutions and their potential application in support of future Marine Corps warfighting concepts and requirements.
Assist in the management of Marine Corps S&T Program’s staff functions.
Evaluate, assess for technical merit, review for viability of transition and analyze new technologies and concepts supporting S&T proposals, Broad Agency Announcements (BAA) and technical white papers.
Have experience in military occupational requirements and capabilities.
Desired experience:
A comprehensive, intensive, practical knowledge of the Science and Technology field/programs and the skills to develop new methods, approaches and/or procedures involved with the planning, coordination, and requirement process of the different S&T Programs.
Extensive knowledge of Marine Corps structure, functions, and processes as well as the warfighting philosophy of maneuver warfare, the process of task organization for combat operations and the key functions, limitations, and capabilities of the primary components of the Marine Air-Ground Task Force (MAGTF).
Participation in panels and working groups to determine the level of technical maturity, parallel efforts, the ability to transition into a Program of Record, and the funding challenge for the S&T candidates to be successful as well as to consult with CoComs, services and agencies on their capability gaps and needs.
Other factors
S&T Programs End User Evaluations, Operational Demonstrations (OD) are conducted in field/Laboratory environments that may take place around the globe. S&T Programs Manager will need to be able to operate in these environments for up to ten days or longer. Extreme conditions may be encountered in cold, desert, or jungle locations. Conditions and living arrangements may be
those experienced by active-duty military personnel conducting these exercises.
Frequent travel (40%) is required for this position.
Requires a passport.
