  Summary This position is located in the Employee Resources Management and Planning Division, Organization Management Directorate, Library Collections and Services Group. The position description number for this position is 366106. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. This is a non-supervisory, non-bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement. Responsibilities Serves as an advisor to the Supervisory Program Specialist and various levels of management in the Library Collections and Services Group (LCSG) on performance management programs, projects and special assignments. Assists management in developing, maintaining, and modifying performance plans and gives counsel on performance appraisals documentation and discussions. Manages change management with various stakeholders on new initiatives related to performance management. Reviews position descriptions (PDs) and/or advises managers on alignment with performance management activities. Acts as the primary liaison between LCSG management and the Human Capital Directorate (HCD) on performance management initiatives, policies, procedures, and programs. Reviews a variety of performance management actions for accuracy and completeness, in accordance with LCSG standards and the agency’s policies and standards. Ensures performance management actions (i.e., compliance reports, mid-year reviews, annual appraisals, etc.) are processed accurately and timely throughout the service unit. Researches, develops, and provides documentation or summarized information from files, including performance plans, appraisals, organizational charts, mission and function statements, and manpower documents. Serves as technical advisor and provides program/project support to the Supervisory Program Specialist on a wide range of operational matters, programs and projects. Identifies, monitors, and performs unusual and complex programmatic assignments which require in-depth knowledge of LCSG policies and procedures, governing statutes and regulations, and a thorough understanding of the service unit’s missions and strategic goals. In collaboration with the Supervisory Program Specialist, performs long-range planning and analysis of new and existing programs and projects where precedents are scarce or missing. Prepares long-range management plans for efficient and effective program/project implementation and administration. Develops detailed plans, goals, objectives, requirements and criteria for complex or costly management processes and systems, such as planning, developing, implementing and/or managing the Library's mission oriented goals. This may include the service unit's staff development programs, performance management, or other initiated mission-oriented goals. Provides management advisory services for the various components of the program, to assist and guide managers to resolve inadequacies in management’s ability to implement. Uses various systems and databases (i.e., EmpowHR, Monster Government Solutions, Serena, e-Management, Confluence) to run reports, analyze information, and provide recommendations and reports that are qualitative and quantitative. Full participation in the planning, development, evaluation, and coordination of various programs is expected in order to provide difficult management advisory services, and resolve difficult issues/problems which require a comprehensive knowledge of position, performance, and program management. Works with staff on the development of performance plans, appraisal, and associated documents. Monitors, coordinates, and recommends pathways to effective, efficient performance planning which achieve a balance between economy, efficiency, skills utilization, and consistent employee measurements and development sufficient for mission accomplishment. Qualifications Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to administer a workforce performance management program.* Ability to employ change management.* Ability to interact collaboratively with others. Ability to exercise judgment and discretion. Ability to communicate effectively other than in writing.
