  The purpose of Florida educator certification is to support the academic achievement of our students by assuring that our educators are professionally qualified for highly effective instruction. Florida educators must be certified to teach in our public schools and in many of our private schools. Educators include classroom teachers, school administrators, and other support professionals, such as guidance counselors and media specialists. The Bureau of Educator Certification (BEC) is committed to providing timely, accurate, and efficient services to all constituents.   DESCRIPTION:

  In this position, the candidate will serve as a district support specialist providing assistance to school districts in the area of educator certification and carrying out administrative remedies as needed. In this capacity, you will assume critical responsibilities related to the implementation of the requirements of state laws specifically as defined by Florida Statues and State Board of Education Rules.

  The employee must be productive under tight timeframes, balance multiple and competing priorities and maintain goal-directed behavior and performance sometimes under stress.

  The employee must interact courteously with others.

  The employee’s performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unit.

  General Responsibilities:

  This position is responsible for providing primary support to the Policy and District Support Program Director in the maintenance and coordination of the Bureau’s district communication system.

  This position is responsible for providing timely responses to requests for certification assistance from the automated phone system, the Bureau’s electronic mailbox, and the Bureau’s professional staff.

  This position requires excellent customer service skills, good judgment, and the ability to attain an acceptable information response rate in a high-volume work environment.

  This position requires compliance with established Bureau policies and procedures in performing all duties and responsibilities.

  Attendance is an essential function of this position.

  Specific Responsibilities:

  This position requires in-depth analytical skills, familiarity with Florida Statutes and State Board of Education Rules governing the educator certification process and the ability to work independently.

  Manage and coordinate the district communication system to provide routine electronic mail responses to district inquiries as directed by the supervisor.

  Develop and review program procedural manuals, administrative rules, and program guidelines.

  Develop and/or revise training modules and presentations, technical assistance guides, fact sheets and other resource materials.

  Assist in the preparation and dissemination of certification reports and information to stakeholders.

  Perform analysis on proposed and finalized state legislation, policy decisions and guidance.

  Performs other duties as requested and assists the unit director and other Bureau staff as requested.

  Knowledge, Skills, and Abilities:

  Knowledge of Florida State Board of Education Rules and procedures governing issuance of Florida Educator Certificates.

  Knowledge of the methods of data collection and analysis.

  Ability to track multiple projects in an organized and systematic manner.

  Ability to communicate effectively both verbally and in writing, to exercise mature judgment, to work independently, and to establish and maintain effective working relationships with others.

  Preferred Qualifications:

  Strong customer service skills are critical.

  Ability to work in a team environment.

  LEAVE INFORMATION: (CS)

  + + Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month. Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.

  Sick Leave -. Career Service employees earn 8.667 hours of sick leave credits per month BACKGROUND SCREENING REQUIREMENT

  It is the policy of the Florida Department of Education that applicants for employment/volunteer undergo Level 2 background screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment or being permitted to serve as a volunteer. You will be required to provide your Social Security Number to conduct required verifications. No applicant for a designated position will be employed or permitted to volunteer until the level 2 screening results are received, reviewed, and approved by the Department. Level 2 background screening shall include, but not be limited to, fingerprinting for statewide criminal and juvenile records checks through the Florida Department of Law Enforcement, and federal criminal records checks through the Federal Bureau of Investigation and may include local criminal records checks through local law enforcement agencies.
