About Program Specialist

  Summary About the Position: This position is located with HQDA Chief of Staff Army, Army Protocol Office Arlington, Virginia. Serves as a Program Specialist managing the HQDA Gift Locker Program and Army Protocol Budget, performing a wide variety of administrative and analytical duties concerning the formulation, justification, presentation, execution, and review of Army Protocol's administration of the contingency funds of the Secretary of the Army. Responsibilities Serve as the Subject Matter Expert for the Army Gift Locker Program. Analyze and interpret pertinent regulations concerning the use of .0012 Representational Funds and applies their requirements to each request for use of official gifts. Manage procurement of all gift items including researching new gift items, identifying potential vendors, requesting funding, receiving merchandise, assembling gifts, engraving gifts, payment of vendors and maintenance of historical documents. Responsible for the care, handling, storage, and accountability of all gift items stocked in the gift locker, ensuring no unauthorized items are received and all excess gifts are disposed of in accordance with prescribed regulations. Analyze and evaluate the needs of the program and advise approaches to achieve goals and develops and implements Army-wide policy concerning gift locker operations. Formulate, forecast, and justify official representational funds expenditures and requests appropriate funding through the General Fund Enterprise Business System (GFEBS). Maintain fund control register for official representation funds which contain the amount of contingency funds available, date, voucher number, purpose of expenditure, number of guests, hosts, and amount obligated, committed, and disbursed. Manage the Army Protocol Fund which is an informal instrument of the U.S. Government. The Fund exists to facilitate payments for "official" military functions to agencies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes providing advice and guidance to leadership involving gift programs used during official gifts exchanges between leadership and foreign counterparts; assessing productivity, effectiveness, and program goals; utilizing automated programs such as General Fund Enterprise Business System (GFEBS) to formulate, forecast and justify expenditures; developing and providing training to staff concerning proper utilization of funds and required documentation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Financial Management Planning and Evaluating Training Program Evaluation Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
