About Program Specialist

Summary The Program Specialist is located under the office of the Medical Center Director and reports directly to the Executive Director in the service line of High Reliability Organization-Quality and Patient Safety. Responsibilities Major Duties include but are not limited to: Manages and/or prepares all correspondence in the organization related to hospital wide policies, procedures, and clinical guidelines. Develops and maintains a complete and current tracking system for the 300+ Center Policy Memoranda to ensure timely publication. Drafts final correspondence and monitors such correspondence to insure that actions taken are completed accurately and appropriate procedures are followed. Maintain a complete and current tracking and reporting system for all center committee and staff meeting minutes. Serves as consultant to other secretaries and recorders as needed on the preparation and format of minutes to comply with center and The Joint Commission requirements. Develops indicators to provide objective evidence of the effectiveness of quality procedures and controls; identifies operational activities that meet or fail to meet established criteria. Serves as a technical advisor/consultant to hospital staff in administrative policies and procedures. Reviews all new VHA Handbooks and Directives and evaluates facility compliance with the regulations. Determines pertinent issues and collects relevant information from a variety of sources. Maintains employee records of training. Promotion Potential: This position is at full performance level. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/16/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the theory an principles of management and organization; knowledge if VACO regulations, JCAHO standards and Medical Center policies; Knowledge and skill in information management. You will be rated on the following Competencies for this position: Computer Skills Customer Service Project Management Quality Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary and typically performed in an adequately lighted and climate controlled office. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
