The Program Operations Specialist ensures the success of Office of Research Central (ORC) programs through a comprehensive approach to systems management that ensures regulatory compliance and operational excellence.

Position Complexities:This position requires exemplary professional skills, including accurate and clear communication with internal and external customers, strategic project planning, facilitating programmatic process improvement initiatives, and ensuring compliance with federal, state and UW regulations. To be successful, this position requires regular exercise of professional-level strategic thinking, analytical and decision-making ability, sound judgement, and knowledge of departmental, University, and federal legislation as it pertains to policies affecting research. This also includes management of issues, risks, and project change requests to ensure successful and on-time project delivery for Office of Research process improvement initiatives. The role requires a high degree of initiative, independent judgment, confidentiality, discretion, and diplomacy in daily interactions with peers, staff, senior leaders, and faculty at the UW and their external collaborators. To do this effectively, the individual must 1) understand the goals and interests, and anticipate the needs of, program leaders in the Office of Research; 2) establish and maintain confidentiality, trust, and transparency with program and administrative leaders; 3) maintain constant and efficient communication, work to remain two-steps ahead, with a clear and detailed understanding of all priorities, projects, and initiatives; and 4) exercise an innovative and creative approach to problems and constraints.
Position Dimensions and Impact to the University: The position involves complex support for mission-critical research enterprise programs under the Office of Research Central, including Animal Welfare, Communications, Compliance, Export Controls, Finance & Shared Environment, Learning, Operations, and Research Misconduct. This position will contribute to collaborations with external agencies or institutions, strategic project planning, facilitating programmatic process improvement initiatives, and ensuring compliance with federal, state and UW regulations.
DUTIES AND RESPONSIBILITIES Business & Compliance Operations Support - 55%
Develop and implement automation tools to improve accuracy and cycle times for all business and compliance programs.
Integrate innovations for programmatic processes, with an emphasis on systematizing reporting and visualization to track the status of action items and deliverables.
Utilize systems improvements to enable efficient flow of requests, information, and materials for all ORC business and compliance programs.
Support business and compliance programs by preparing for, scheduling, hosting large group meetings, and supporting the completion of associated action items.
For large events, collaborate with other ORC staff to reserve facilities and vendors, collect and distribute event materials, coordinate and prepare speakers and attendees for the event. On the date of the event, support event set up, onsite coordination, and tear down.
Create and maintain inventory and fulfillment processes for ORC office supplies and facilities needs.

Ensure the successful delivery of OR projects. Engage project stakeholders and support them to define customer-driven values, envision an ideal future state, perform gap and root cause analysis. With stakeholder input, develop plans for project risk mitigation, timeline, implementation, deliverables, roles, responsibilities, and metrics reporting.
Track and manage project requirements, scope, schedule, and costs to ensure requirements are carried out to plan.
Communicate regularly with stakeholders, project leads, and leadership teams about project status and foreseeable issues.
Create and maintain comprehensive project documentation.Executive Support - 5%
Manage complex and issue-sensitive scheduling needs for the Senior Associate Vice Provost for Research Integrity & Compliance and the Chief Administrative Officer. Make independent decisions to reschedule, postpone, or relocate meetings.
Provide back-up coverage for the Executive Assistant to the Vice Provost for Research. MINIMUM REQUIREMENTS
Bachelor's Degree: Business, Communications, Informatics, Sciences, Technology or other research-related field.
Four years of experience with progressively increasing responsibility as project manager or analyst.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. ADDITIONAL REQUIREMENTS
Proven ability in information gathering, analysis, synthesis, data visualization, and reporting.
Experience with data analysis and visualization tools, such as Excel, Power BI, and Tableau.
Proven problem-solving skills.
Excellent oral and written communication skills including demonstrated competence in preparation of correspondence and written reports.
Ability to work independently with a high degree of reliability, accuracy, and productivity.
Proven ability to handle sensitive information with a high level of tact, discretion, and diplomacy.
Demonstrated ability to maintain harmonious working relationships while effectively addressing complex and sensitive issues.
Proven track record in exercising independent judgment effectively in decision-making processes.
Ability to work across multiple levels of an organization to achieve results.
Computer proficiency with data management tools, statistical software, and databases in a Windows environment, including generating visual representations of findings.
Proven facility with learning unfamiliar databases.
Strong organizational and time management skills, with attention to detail. DESIRED QUALIFICATIONS
Experience with program analysis at the University of Washington.
Experience in the methods and systems of continuous quality improvement, including Toyota Lean Management and/or Lean Six Sigma.
Advanced degree in Library Science or Informatics. CONDITIONS OF EMPLOYMENT
This position is eligible for hybrid work schedule.
