DCR seeks applicants for the position of Program Manager IV - Legislative and Partnership Coordinator - Central Region, including Blackstone Valley, Worcester Area and Wachusett Reservoir. GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES The Legislative and Partnership Coordinator Cultivates relationships with state elected officials, local municipal leaders and agency partners; work in partnership with organizations and build coalitions to advance the mission of the agency. In addition, this position, acts as a representative of the Legislative Affairs and Partnerships team to internal and external audiences with action items on behalf of the office and department. This position works to better improve communications between agency staff and partners and constituents. This position will be hybrid and expected to report 1-3 days per week to DCR’s Wachusett Reservoir Field Headquarters Office, 180 Beaman St, West Boylston or 10 Park Plaza, Boston, MA 02116,to meet with Regional/District Managers. * Incumbent should have excellent communication and interpersonal skills, Ability to build good strong working relationships with DCR staff and partners. * Must be able to work a flexible work schedule, including evenings. * Travel is required throughout the stateto meet various staff, partners, friends and volunteers. * Access to reliable transportation and ability to visit DCR and non-DCR sites across the Commonwealth. * Ability to learn the rules, regulations and policy governing DCR facilities. Incumbents should have strong verbal and written communication skills. The successful candidate should be self-motivated, have strong organizational skills. * * DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES * Cultivate relationships with state elected officials, local municipal leaders and agency partners; work in partnership with organizations and build coalitions to advance the mission of the agency. * Works directly with the Regional Director and otheragency staff to respond to external inquiries. Meets regularly with the Regional Director and District Managers. * Act as a representative of the Legislative Affairs and Partnerships team to internal and external audiences with action items on behalf of the office and department. * Collect and distribute key information internally throughout the Public and Policy Affairs division, including the development of issue summaries, presentations, and other deliverables, in order to advance the goals of the agency in concert with regional partners. * Create, maintain and update a regional database of legislators, legislative staff contacts and all issues that are reported. * Work with staff to find opportunities for volunteers in parks and assist the Manager of Stewardship Programs with placement of volunteer groups. * Promote and support DCR’s annual day of stewardship, Park Serve Day, and other special volunteer events by recruiting organizations and partners to attend. * Create, maintain and update a regional database of partners, organizations and friends' groups with contact information and description to disseminate agency information, programs, events and volunteer opportunities. * Assist with the coordination of agency special events and programs, public meetings, news conferences and other initiatives. * Perform other related duties as assigned by the Director of Legislative Affairs and Manager of Stewardship and Strategic Initiatives and Director of Public Outreach. * Attend evening meetings as necessary. * Perform the other duties assigned. WORKING RELATIONSHIPS * Within DCR: DCR Regional Operation Teams, Policy and Public Affairs Staff, Design and Engineering Staff, Legal, Conservation and Resource Stewardship, Communications Team and Senior Staff. * External Partners: Legislators and the Legislative Staff, Partners, Friends, constituents. * * PREFERRED QUALIFICATIONS * Knowledge of the principles and practices of effective verbal and written communications. * Knowledge of work simplification methods. * Knowledge of the methods used in the preparation of email, spreadsheets, presentations, charts, graphs and tables using Microsoft Office. * Knowledge of the methods of general report writing. * Ability to understand, explain and apply the laws, rules, regula­tions, policies, procedures, etc. governing unit activities. * Ability to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations. * Ability to prepare and facilitate meetings. * Ability to gather information by examining records and documents and by questioning individuals. * Ability to assemble items of information in accordance with established procedures. * Ability to determine proper format and procedure for assembling items of information. * Ability to maintain accurate records. * Ability to write concisely to express thoughts clearly and to deve­lop ideas in logical sequence. * Ability to follow written and oral instructions. * Ability to give written and oral instructions in a precise, understandable manner. * Ability to communicate effectively in oral expression. * Ability to establish rapport with others. * Ability to establish and maintain harmonious working relationships with others. * Ability to deal tactfully with others. * Ability to adjust to varying or changing situations to meet emergency or changing program requirements. * Ability to exercise sound judgement. * Ability to exercise discretion in handling confidential information. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. An Associate's degree in a related field may be substituted for one (1) year of the required experience. III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience. V.
