This opportunity entails being responsible for leading and supporting client's diversity programs as part of the program management team. This position monitors contractor’s compliance with project goals related to diversity programs including but not limited to Disadvantaged Business Enterprise (DBE), and Small, Minority and Woman-Owned Business Enterprise (SMWBE). Responsible for On-The-Job Training (OJT), Local Hiring Preference, and Project Labor Agreement related to Diversity and/or Compliance Programs. This position reviews monthly reports and develops recommendations for improvements as appropriate.
What You’ll Do:
Oversees day-to-day operations including but not limited to monitoring DBE Mentoring Programs, Industry Outreach and DBE Contract Compliance. Educates, trains, and raises awareness of Diversity Programs/ Compliance programs to ensure a proper understanding by all employees whose work involves participation with DBE firms. Ensures program compliance with all relevant federal, state and local laws, rules and regulations as well as the contractor’s Utilization Plan and the applicable prime contract requirements governing compliance obligations.
Improves working relationships with prime contractors, subcontractors and the small business/DBE Community. Represents HNTB in the community for intentional engagement; Attends local and national Compliance Programs and Diversity focused conferences, commercial networking events and forums to further HNTB’s commitment to Inclusion and Diversity.
Serves as a trusted advisor for leadership and project stakeholders regarding compliance programs processes during the project planning, procurement and construction phases. Provides technical guidance on matters related to EEO and AA. Advances disputes in a timely manner and in accordance with contract requirements and HNTB interests. Partner with and support client and or contractor’s EEO and D&I Office as needed.
Advises SBE/DBEs of procurement and educational development opportunities. Implements strategic outreach and engagement initiatives and programs to engage, educate and connect DBEs to opportunities with client while advocating for DBE, SBE, MBE, WMBE and ACDBE businesses.
Supports the development and review of correspondence and key communications between the project teams, the client, and HNTB and its subconsultants for contract compliance, liability considerations, transfer of risk, and potential changes or claims. Develops Diversity Programs Compliance Manuals to establish processes and guidance for project teams.
Develops a high-performing team with the skills and capabilities to deliver on needs of the program including succession planning and development of talent pipeline. Continual evaluation of skills and knowledge gaps to secure the program and staff are operating effectively and efficiently. Focusing on advancing skillfully to position team members as thought leaders in their areas of expertise.
Supports HNTB’s business development team/project pursuit team in creating DBE diversity strategy for pursuits and interviews. Mentors, develops and supports project team members in all aspects.
Performs other duties and ad hoc special projects, as assigned.
What You’ll Need:
Bachelor's Degree in Business Administration, Public Administration, Public Policy, Marketing or relevant degrees
Ten years of DBE compliance and reporting, labor statistical reporting and workforce development or related experience

The approximate pay range for Ohio is $105,065.91 - $164,333.86. Please note that the pay range provided is a good faith estimate for the position at the time of posting. Actual compensation will be dependent on factors, including but not limited to, the individual’s qualifications, experience, knowledge, skills, and abilities as well as physical work location within the state.
