Summary You will serve as an INDUSTRIAL OPERATIONS PLANNING DIVISION MANAGER in the Shipyard Infrastructure Optimization Program (SIOP) Department at Pearl Harbor Naval Shipyard. The mission of SIOP is to plan, program, and budget for the optimization of the Navy's future depot level maintenance capacities/capabilities. Responsibilities You will monitor and review completed work of downline staff to ensure work priorities, methods, deadlines and quality has been met. You will develop measures of effectiveness and metrics to evaluate the level of success of the financial and business processes of a shipyard, shipyard repair facility, or similar maintenance activity. You will work with the Shipyard to develop industrial requirements to implement optimized plans. You will offer consultation or advisory services to assist Shipyard management in meeting production schedules. You will identify and analyze production problems within a shipyard including industrial infrastructure, processes and procedures. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Performing program management and control for a major naval shipyard program (e.g., business and funds management, change and risk management, programming and schedule management, shipyard and stakeholder integration, data analysis, issue resolution, and progress and status reporting); 2) Coordinating and integrating the work of a team of professionals engaged in high visibility or complex shipyard projects; 3) Performing assessments of military value, return on investment calculations, and determinations on their impact on local communities; 4) Applying comprehensive knowledge of the administrative laws, policies and regulations applicable to assessment of shipyard programs and functions.
