Job Description:
The Division of Blind Services is seeking a Program Consultant for their Bureau of Client Services and Program Support. This is work coordinating policy development and activities related to the Workforce Innovation and Opportunity Act (“WIOA”), providing program monitoring evaluation, and technical assistance for pre-employment transition services, transition services and other vocational rehabilitation programs and services. The incumbent will also be responsible for developing partnerships with external entities for the purpose of strengthening resources for program participants who are blind or visually impaired, to achieve success.
Examples of Work:
This position will report to the Program Administrator and provide technical support and leadership to local and state level division staff related to transition, children’s and blind babies programs.
Responsible for providing coordination of specified policy development and activities related to the Workforce Innovation and Opportunity Act (“WIOA”), providing program monitoring and evaluation of the transition program, developing partnerships with external entities for the purpose of strengthening resources for transition age students to achieve success. In addition, this position performs other administrative duties related to various agency-wide functions.
Provides technical assistance and training to the field staff.
Responds to oral and written correspondence regarding the Transition, Children’s and Blind Babies programs. Maintain user manual, procedures and policies related to the Transition, Children’s and Blind Babies programs
Coordinate camps, conferences and other activities. Participate in the development and implementation of program evaluation activities.
Responsible for program reports regarding performance outcomes/measures.
Responsible for the implementation of the WIAO requirements related to transition. Responsible for program reports and project proposals related to WIAO. Coordinate with the technology unit to ensure the division is capturing WIAO required data elements. Collects and reports performance data related to the Transition Program.
Monitors DBS services in relation to goal attainment (pre vocational skills, essential skills “soft Skills” post-secondary education, etc.) and agency standards.
Collaborate with the Contracts Unit relative to the Transition Program. Work to establish a seamless process for generating referrals to contracted vendors.
Work with the transition and IL-CP counselors to facilitate educational and vocational planning.
Serve as the liaison between Client Services and all other stakeholders (Federal, State, and Local Vision Leadership, Interagency team BEES, DVR, APD, CMS, High-School High-Tech, Abilities First, etc.) as it relates to transition.
Identify, establish and maintain partnership with Community Agencies and ESE Coordinators. Assure that transition counselors are actively working collaboratively with ESE teachers, guidance counselors, vision teachers, college advisors and offices providing services and support to students with disabilities.
Coordinate cohesive relationship with DBS and FSDB which should include meetings and visits by Transition counselors to the FSDB campus.
Work with other state office staff to ensure seamless services to the Transition Program. Works to assure statewide implementation of WIOA as it relates transition services throughout the Division of Blind Services.
Lead Interagency and Statewide Transition Meetings.
Promote understanding of Federal and State Law.
Minimum Qualifications
A bachelor's degree from a college or university and five years of professional and/or administrative experience in social, economic, health or rehabilitative programs.
A master's degree from a college or university can substitute for one year of the required experience.
Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.
Knowledge, Skills and Abilities

Knowledge of methods of compiling, organizing and analyzing data.
Knowledge of problem-solving techniques.
Ability to plan and develop programs or program components.
Ability to utilize problem-solving techniques.

Ability to evaluate and monitor service delivery and implement corrective action plans.
Ability to provide technical assistance regarding program and client issues.
