JOB DESCRIPTION: Oversees and manages the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management. Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients. Responsible for ensuring contract requirements and subcontractor responsibilities are being accomplished including working on the definition and implementation of project planning techniques to provide visibility on the contract. Responsibilities may include developing budgets and schedules to meet contractual/project requirements for an assigned portion of a program, participating in and establishing and defining program plan requirements, and monitoring and reporting performance against plans to ensure that contractual, cost and schedule objectives are met. Develops new applications based on professional principles and theories. Viewed as expert in field within the corporation. Establishes operational objectives and assignments. Objectives are reviewed by senior management to determine success of operation. Involved in developing, modifying and executing company policies, which affect immediate operation(s) and may have company-wide effect. PROBLEM COMPLEXITY: Participates in development of solutions to problems of unusually complex, which require a high degree of ingenuity and innovation. Challenges are often unique and solutions may serve precedent for future decisions. FREEDOM TO ACT: Works under consultative direction toward pre-determined long-range goals and objectives. Assignments are often self-initiated. Virtually self-supervisory. IMPACT: Decisions affect the financial, employee, or public relations posture of the organization. Erroneous decisions or recommendations would normally result in failure to achieve goals critical to the major objectives of the organization. LIASON: Serves as prime consultant and external spokesperson for the organization on highly significant matters relating to policies, programs, capabilities, and long-range goals and objectives.
Qualifications
Must possess the following skills/experience:
Bachelors' Degree with 20 years relevant experience, or Masters' Degree with 17 years experience
7 years of FAA experience
Organization skills (detail oriented)
Communication skills (able to coordinate across FAA groups/divisions)
Familiar with Federal budget cycle
Familiar with FAA financial/budget systems such as preparing RPDs, CIT reviews, White Sheets, SPIRE, Delphi, etc
Familiar with workforce planning
Expert use in Excel (to include pivot tables) and Power Point
Must be able to interact at Senior (FAA Director) Levels
PMP or DAWIA certification helpful but not required
US Citizenship required with the ability to obtain and maintain a Public Trust clearance.
Target salary range: $125,001 - $150,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
