Summary As a Program Analyst, locally known as the Northwest Operations Manager position, you will serve as an analyst utilizing resources, capabilities, and technology to design supply chain solutions. Location of Position: Federal Acquisition Services (FAS), Office of General Supplies and Services Categories (GSS), Retail Operations Division. This is a virtual position located in the State of Washington. If selected, the selectee must relocate to Washington. Responsibilities GSA's Retail Operations provides Fourth-Party Logistics (4PL) solutions for DOD and civilian agencies. The 4PL program allows users to focus on core competencies by leveraging GSA's contracting and acquisition experience and the product-fulfillment expertise of industry leaders. You will be responsible for the following duties, including but not limited to: Reviews, evaluates and monitors the progress of program areas in accomplishing Agency wide objectives by appraising performance, progress, program status and trends against approved objectives and program goals and schedules. Supports the transition of customers from existing support channels to the 4PL business model. The 4PL business model manages the entire supply chain and the multiple service providers within the supply chain. Uses the 4PL business model to establish new retail stores at customer locations. Serves as the Contracting Officer Representative or Alternate Contracting Officer Representative for assigned stores. Prepares and/or conducts briefings for higher level management to explain the specific analysis of subject matter, as well as to provide recommendations or action plans. Conducts complex analytical studies that are of special interest to specific functional activities or programs, and participates in unusual, controversial and sometimes highly sensitive aspects of the program. Locality pay will be determined once the selectee's duty location has been established. Specialized experience is experience gathering data, conducting analyses, and preparing reports to reflect results and performance of retail operations storefronts; tracking and coordinating projects and order fulfillment; and maintaining responsibility for retail operations customer contact and stakeholder liaison. GS-13: The GS-13 salary range starts at $103,409 per year. Locality pay will be determined once the selectee's duty location has been established. Specialized experience is experience which includes the analysis of complex policy issues; developing, recommending and implementing policies and procedures related to the retail operations program and customer satisfaction; and evaluating plans and information related to retail operations programs and customer objectives.
