About Program Analyst

  Summary The ideal candidate for this position has strong communication and customer service skills that drives results and possesses advanced (applied) skills in program or project management, performance audits, -or- policy or procedure development. Responsibilities What will I do in this position if hired? In this position, you will serve as an expert analyst and advisor to management on the evaluation of the effectiveness of programs and operations for the Office of Policy & Program Analysis, Audit Liaison Division. Typical assignments include: Providing expert level knowledge in planning directing and evaluating FEMA's interactions with the Office of General (OIG) and Government Accountability Office (GAO) and providing expert guidance and assistance to FEMA offices and directorates on preparing responses to OIG and GAO reports and recommendations. Preparing reports for senior level executives/officials related to the status of audits, including recommendations through the process of resolution and corrective action and developing best practice changes to operations and information standard operating procedures, checklist and other administrative process and procedures. Collecting and analyzing separate pieces of information from a variety of sources and assesses their validity and reliability on the basis of all of the information known to estimate what the characteristics of a specific situation may be and predicts its effects upon future actions. Coordinating meetings between FEMA programs staff and OIG and GAO investigators and facilities development of necessary information and reports by FEMA programs staff for submission to the OIG and GAO. Representing FEMA in meetings with OIG and GAO officials as well as with DHS OIG and GAO and appropriate staff. What else do I need to know? Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions. Qualifications Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement. To qualify for this position at the GS-14 level, you must possess one full year of specialized experience equivalent to at least the GS-13 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following: Applying new theories, concepts, principles, standards, methods or practices in information collection and analysis; AND Applying quantitative and qualitative methods for evaluating strategies, mission, programs, processes, policies, structures, trends, etc.; AND Facilitating and coordinating major projects, policies, and procedural changes; AND Prepare audit status reports throughout an audit life cycle.
