  Summary DCSA's Chief Strategy Office is seeking a Program Analyst. In this role you will serve to provide insight to the Enterprise Analytics & Information directorate, to support the organization's initiatives. Responsibilities As a PROGRAM ANALYST you will be responsible for the following duties: Serves as a Program Analyst for all the enterprise analytic initiatives under the Enterprise Analytics & Information directorate and is responsible for all aspects of the studies assigned to include the initiatives' plan, design, measurement, and implementation to meet the goals and timelines of the assigned enterprise initiatives. Conducts in-depth and complex analysis of all the assigned initiatives. Analysis and studies performed include business process assessments, metric management, data management, data querying, documentation, and establishing analytics around the DCSA enterprise. Studies will involve varying and complex analytical methodologies and techniques to include gap analysis, statistical testing, data analytics and visualization, and data. Local Commuting Area (LCA) Definitions: Quantico, VA All U.S. Citizens who reside or currently employed in the MCB Quantico local commuting area, which includes the Virginia counties of Albemarle, Arlington, Caroline, Chesterfield, Culpeper, Fairfax, Fauquier, Greene, Hanover, Henrico, King George, Loudoun, Louisa, Madison, Orange, Prince William, Spotsylvania and Stafford Counties, and the cities of Alexandria, Fairfax, Fredericksburg, Manassas, Manassas Park, and Richmond; Maryland counties of Anne Arundel, Calvert, Charles, Frederick, Howard, Montgomery, Prince George's and Saint Mary's; District of Columbia; and all cities existing in Virginia or Maryland within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties. Washington, DC All U.S. Citizens who reside or currently employed in the Washington, DC local commuting area, which includes the entire area within the boundaries of Washington, DC; the Maryland counties of Anne Arundel, Baltimore, Calvert, Carroll, Charles, Frederick, Harford, Howard, Montgomery, Prince George's, St. Mary's, and Washington; and the city of Baltimore and all cities in the geographic area bounded by the outer boundaries of the combined areas of the counties listed above; the Virginia counties of Albemarle, Arlington, Clarke, Culpeper, Fairfax, Fauquier, Greene, King George, Loudoun, Madison, Orange, Prince William, Spotsylvania, and Stafford; and the cities of Alexandria, Fairfax, Falls Church, Fredericksburg, and all cities existing in the geographic area bounded by the outer boundaries of the combined areas of these listed Virginia counties; Adams County in Pennsylvania; Morgan, Berkeley, and Jefferson counties in West Virginia. Fort Meade, MD All U.S. Citizens who reside or currently employed in the Fort Meade local commuting area, which includes the District of Columbia and Baltimore City; Maryland counties of Anne Arundel, Prince George, Montgomery, Howard, Harford, Charles, Calvert, Carroll, Frederick and Baltimore; Adams County in Pennsylvania; Virginia counties of Arlington and Fairfax and all cities existing in Maryland, Virginia, and Pennsylvania within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties. Boyers, PA All U.S. Citizens who reside or currently employed in the Boyers, PA local commuting area, which includes the Pennsylvania counties of Butler, Clarion, Armstrong, Allegheny, Beaver, Lawrence, Mercer, Crawford, Erie, Venango, Jefferson, Indiana, and Westmorland; Ohio counties of Columbia, Trumbull, and Mahoning; and all cities existing in Pennsylvania or Ohio within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties. Requirements Conditions of Employment Qualifications The experience described in your resume will be evaluated and screened from the Office of Personnel Management's (OPMs) basic qualifications requirements. See: Management and Program Analysis Series 0343 (opm.gov) for OPM qualification standards, competencies and specialized experience needed to perform the duties of the position as described in the MAJOR DUTIES and QUALIFICATIONS sections of this announcement by 02/02/2024 Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS 12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Advance knowledge and experience in business process assessments, metric management, data management, data querying, documentation, and establishing analytics; Experience in planning, designing, measuring, and implementing to meet the goals and timelines of the assigned enterprise initiatives; Expert experience assessing specific and detailed issues and problems which impact enterprise analytics and recommends actions for refinement and improvement; Experience conducting a variety of analytical studies and then recommending avenues of approach for achieving initiative goals, and produces results through analysis which may also yield more effective initiative plans and policies. Specifically you will be evaluated on the following competencies: 1. Qualitative and Quantitative Analysis: Examines and evaluates data to manage and achieve results. 2. Influencing/Negotiating: Establishes and maintains relationships with key individuals/groups; understands what motivates them. Persuades others; builds consensus through give and take; gains cooperation from others to obtain information, find solutions, and accomplish goals. 3. Problem Solving: Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/ effective recommendations, based on potential implications of findings or conclusions. Critically evaluates to identify the causes of problems, and chooses courses of action that balance 4. Attention to Detail: Is thorough when performing work and conscientious about attending to detail. 5. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 6. Technology Application: Uses machines, tools, or equipment effectively; uses computers and computer applications to analyze and communicate information in the appropriate format. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Additional Information VETERANS PREFERENCE/CURRENT OR FORMER FEDERAL In accordance with DoD Instruction 1400.25, Volume 2005, veterans preference is not required to be applied when considering candidates with prior Federal competitive or excepted service who have completed a probationary or trial period and have not been separated for cause.
