  Professional Development Administrative Consultant, Division of Special Education

  The Professional Development Administrative Consultant will be an integral member of the Division of Special Education, providing leadership, guidance, and support to DOE special education team members.

  **Experience in PK-12 special education required.

  Responsibilities Include -

  Provide leadership and support for professional learning for the statewide scaling and implementation of evidence-based practices for the delivery of Specially Designed Instruction (SDI) for students with academic and behavioral needs. This includes participation in existing statewide collaborative implementation and scaling structures, including:

  1) facilitation of development and delivery teams;

  2) providing technical assistance focusing on evaluation for instructional design; designing instruction and delivering instruction and other supports; helping districts, schools and classrooms move from exclusionary discipline practices, to creating safe, predictable learning environments for students with academic and behavioral health needs

  3) using implementation science to support scaling and implementation efforts.

  Coordinate and lead the bureau Educational Program Consultants (EPC) in their work in the Division of Special Education related to professional development focused on increasing quality learning opportunities for students with disabilities.

  Provide guidance and support in implementing evidence-based practices including, but not limited to, specially designed instruction in relation to literacy, preparation for post-secondary education, work based learning, and career and technical education.

  Provide leadership for implementing effective SDI. This support includes working with other ongoing and new initiatives to ensure a continuum of services that students with disabilities can be successful with. This work includes facilitating task teams, ensuring alignment of vocabulary and materials across initiatives, conducting needs assessment, planning professional learning opportunities, and evaluating the effectiveness of efforts to improve SDI in Iowa schools.

  Coordinate professional learning on meeting the federally required components of the Individuals with Disabilities Education Act (IDEA) across the grades and learning content areas. Focus will be on matching specially designed intensive instruction to unique learner needs.

  Maintain a working knowledge of the state and federal policy and the impact of proposed legislation on the bureaus and the programs it oversees.

  Support the Department priorities through performing other duties as assigned by the Bureau Chief.

  Minimum Qualification Requirements

  Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  1) Graduation from an accredited four-year college or university, and experience equal to five years of full-time, professional-level work in program administration, development, management, or operations.

  2) A combination of a total of nine years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work may substitute for one year of full-time experience.

  3) Graduation from an accredited college or university with a Master's degree in social work, law, education, engineering, or public or business administration, and experience equal to three years of full-time, professional-level work in program administration, development, management, or operations.

  4) Current, continuous experience in the state executive branch that includes two years of full-time work as an Education Program Consultant.
