Job Summary:
Cybersecurity, Intelligence, and Services (CIS) is seeking a Procurement Manager to join its Strategic Business Unit (SBU). This individual will report into the CIS Supply Chain team and be responsible for all Procurement activities across multiple Sub-SBUs. This position will directly manage multiple Junior and Senior Buyers that are geographically dispersed across several locations. CIS is a fast-growing business. The position is fully Remote.
Responsibilities to Anticipate:
Responsible for executing procurement strategies that are aligned with CIS Supply Chain and Program strategies, which include improving our PO placement cycle times and supplier On-Time Delivery, driving cost reduction initiatives, and maintaining compliance to all FAR / DFARS requirements and CIS policies and procedures.
Close alignment and early engagement with internal customers will be critical to success.
Balancing the workload across team members as well as training and flexing their team to meet critical program demands.
Assist team members with issues, offer guidance, and escalate as needed to resolve any issues.
Responsible for handling all HR matters in a timely manner including hiring, performance discussions and plans, goal setting, career development, and any other ad hoc HR tasks.
Skill development and process improvement to drive performance excellence and efficiencies within their team and programs they support utilizing performance metrics for suppliers, programs, and buyers to evolve to a performance-based culture.
Ability to effectively manage a team and maintain healthy working relationships amidst high-stress situations and sustain interpersonal skills and ability to work well with internal & external customers at all levels of the organization in a virtual environment
Must be organized with ability to adequately plan, prioritize, and coordinate multiple projects, while demonstrating excellent written and verbal communications. Communication must be open and honest in order to gain trust and respect for peers and teammates
Ability to exercise independent judgment, and ability to manage complexity and ambiguity
Ability to travel 10%-15% of the time depending on Manager’s permanent location
Basic Qualifications:
Typically requires: A University Degree or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years experience
Experience managing a team
Experience with negotiation and price/cost analysis
Prior work experience with SAP/APEX and/or PRISM
Active and transferable U.S. government issued security clearance is required prior to start date.
U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Preferred Qualifications:
Masters in Supply Chain Management or M. B.A
Raytheon Acquisition Certification
Commodity Strategy experience/knowledge
Problem solving and critical thinking skills
Customer Oriented Results & Excellence (CORE) certified / Raytheon R6σ certified

Onsite: Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products.
Hybrid: Employees who are working in Hybrid roles will work regularly both onsite and offsite. Ratio of time working onsite will be determined in partnership with your leader.
Remote: Employees who are working in Remote roles will work primarily offsite (from home). An employee may be expected to travel to the site location as needed.

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
