What You Will Do
This position will be filled either at the Procurement Engineer (Nuclear Facilities Engineer) Level 3 or 4, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.
The Plutonium Infrastructure Engineering Division of Los Alamos National Laboratory develops, maintains, and applies a diverse set of engineering capabilities to provide innovative engineering solutions that enable the Laboratory's scientific and national security mission. This position is within the Plutonium Infrastructure Engineering Division (PIE-DO) and is assigned to the Procurement Group (PIE-1). This group is responsible for implementing the Conduct of Engineering (COE) program at Los Alamos National Laboratory. The positions are in nuclear, accelerator or non-nuclear facilities across 26 miles of the Laboratory. The program elements include processes, standards, training, and qualifications that are generally applicable throughout the life cycle of a facility. They exist to effectively manage risks and satisfy customer requirements in a safe, secure, cost effective, and environmentally responsible manner.
Procurement Engineer (Nuclear Facilities Engineer 3) ($119,200- $201,100)
The Procurement Engineer 3 will be responsible for evaluating and procuring nuclear Safety Class (Safety Related), Safety Significant, non-Safety Class and non-Safety Significant items and services for structures, systems and components at LANL. Your roles and responsibilities with include the following:
Function as a Senior Administrative Subcontract Technical Representative (AdSTR) and Senior Subcontract Technical Representative (STR) on Design Engineering Services Subcontracts and Design-Build Services Subcontracts; review, manage and approve Subcontractor bids, submittals, staffing estimates and schedules.
Responsible for assisting in the design and constructability review processes and the interpretation of new and existing designs, design and installation drawings, design and procurement specifications, applicable codes and standards in order to develop and issue procurement packages.
Serve as a Procurement Engineering Representative on Integrated Project Teams for multiple LANL Capital Projects.
Oversee and ensure work performed is within facility system design and safety envelope requirements by reviewing proposed system/facility designs for maintainability, operability, and conformance to facility operational and safety requirements and integration with equipment designs, as well as, perform work and oversee work to ensure compliance with the LANL Conduct of Engineering (CoE) Program and ASME NQA-1, 2008 edition thru ASME NQA-1a, 2009 Addenda, Quality Assurance Requirements for Nuclear Facility Applications.
Responsible for developing and issuing procurement packages that include Statements of Work, Subcontractor Submittal requirements, Technical and Quality Assurance requirements, acceptance testing and receipt inspection requirements, Security related requirements and Environmental, Safety and Health requirements.
Responsible for developing, reviewing and issuing Commercial Grade Dedication packages in accordance with the LANL Commercial Grade Dedication Program.
Validate that all items, materials and services procured conform in all aspects to the approved design and comply with the LANL institutional procurement policies and procedures to complete procurement packages.
Provide leadership and/or act as a Procurement Engineering subject matter expert to personnel in the following organizations: Design Engineering, Quality Assurance, Project Engineering, Field Engineering, Construction Groups, Project Management and Engineering Services Management.
Procurement Engineer (Nuclear Facilities Engineer 4) ($143,100- $248,200)
In addition to what was outlined at the lower level, at this level
Provide leadership and act as a Procurement Engineering subject matter expert to engineering staff on procurement engineering, commercial grade dedication, and equipment qualification implementation.
Assist and lead in developing a center of excellence in the area of Procurement Engineering at LANL by further developing the program.
Lead integration team activities related to procurement engineering to support the overall project requirements, including technical quality, cost, and schedule,
Implement and oversee Conduct of Maintenance and Conduct of Engineering procedures and best practices.
What You Need
Minimum Job Requirements:
Advanced experience and demonstrated knowledge and ability in the implementation of ASME NQA-1 requirements with emphasis on design, procurement, control of items, material traceability, records, shipping/handling, test and inspection control, and special processes.
Experience in Procurement Engineering and advanced knowledge of Engineering principles and procedures, design guides, appropriate standards and administrative practices. Advance knowledge of project and process engineering practices.
Expertise in preparing, reviewing and approving of technical documents that support procurement actions; including installation instructions, verifications, acceptance, and testing documents.
Technical expertise in non-nuclear facility system, components, and structures design.
Sound knowledge of engineering maintenance techniques and construction methodologies, including in depth knowledge of engineering systems and calculations; applications of engineering methods; and application of technology aided engineering tools to conventional and non-conventional facility and operations-based engineering problems.
Effective communication and customer service skills across all levels and with both internal and external customers.
Advanced experience demonstrating the ability to prioritize and manage multiple tasks requiring varying, and or scarcity of resources.
Additional Job Requirements for Procurement Engineer 4:
In addition to the requirements outlined above, qualification at the higher level requires:
Highly skilled at effectively communicate engineering solutions both verbally and in writing to Management personnel, Customers, Peers, Engineering and Construction personnel.
Advanced experience demonstrating ability to prioritize and manage multiple tasks in order to meet project schedule demands and Management direction.
Proven experience in proactively anticipating, identifying and addressing procurement issues prior to receipt inspection in order to ensure Project schedules are met and frequently interfacing with Suppliers and expediting activities when necessary.
In-depth experience and working knowledge associated with: implementing commercial grade dedication, and identifying nuclear and high-hazard facility system aging degradation; development/refinement of standard procurement and acceptable use policies; evaluation and approval of substitutes and configuration control changes; development and approval of receipt and vendor inspection plans; resolution of material problems, review and resolution of failure report, documentation of deficiencies, administration of the procurement engineering action tracking, and providing support to supplier quality.
Proven experience that demonstrates you as an expert technical advisor implementing, overseeing, assessing, and managing procurement engineering activities.
Demonstrated experience implementing DOE Nuclear Safety standards in an ASME NQA-1 environment.
In-depth knowledge of Engineering principles and procedures, safety basis interaction, design, appropriate standards, and administrative practices as applied to DOE non- reactor nuclear and high hazard facilities. with schedule and cost control systems.
Proven ability to lead a team successfully.
Education/Experience at lower level: Position requires a Bachelor's Degree in Engineering from an ABET-accredited college or university and a minimum of 6 years practical work experience to the degree necessary to perform the responsibilities outlined above. Advanced engineering or technical degree is highly desired.
Education/Experience at higher level: Position requires a Bachelor's Degree in Engineering from an ABET-accredited college or university and a minimum of 12 years of practical work experience necessary to perform the responsibilities outlined above. Advanced engineering or technical degree is highly desired. Current registration as a Professional Engineer (PE) is highly desirable.
Desired Qualifications:
At least 4 years of experience as a Procurement Engineer/Specialist at a DOE facility or commercial Nuclear Power Plant or on Nuclear Construction Projects.
Advanced experience as a Procurement Engineer at a DOE facility or commercial Nuclear Power Plant.
Advanced knowledge of industry, regulatory or Department of Energy/National Nuclear Security Administration (DOE/NNSA) complex codes, standards, and criteria pertinent to the particular engineering discipline.
Advanced knowledge and/or experience working with schedule and cost control systems, including Earned Value Management System.
Experience in performing commercial grade item dedication and environmental equipment qualification to ensure that structures, systems, and components meet both technical and quality requirements.
Experience with glovebox designs and procurement and as a Subcontract Technical Representative at a DOE facility.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
