Job Overview:
The Project Quality Manager (PQM) is the key member of the Project Management Team(PMT) that is in charge of project Quality Management System(QMS), managing Quality Assurance and Quality Control processes, promotes best practices, takes risk based approach and continuously focusing on improving project systems and processes. The PQM works closely with the Project Director / Manager to ensure the quality planning and delivery of the project is in compliance with Customer requirements and within schedule and budget.
PQM is responsible in facilitating Project Quality Readiness review process and development of Quality Risk Matrix. It will act as resource & mentor for project team & colleagues and share their conceptual and practical expertise related to the Quality Assurance and Quality Control disciplines. Solve complex problems and use discipline-specific knowledge on Quality Assurance & Quality Control in Engineering, Procurement, Construction, Installation and Commissioning in order to deliver compliant products and services to our Customers. Being a part of PMT, PQM has also direct reporting line to the Business Line functional Quality leads and actively participate in functional Quality meetings, discussions & workshops, including providing necessary input, feedback and regular reporting.
Key Tasks and Responsibilities:
Manage project Quality function, maintain QMS and constantly promote Quality assurance activities and protocolswithin the project team.
Develop and maintain project QA/QC resource planning in order to achieve desirable outcome, compliance tocontract requirements and Customer satisfaction.
Review and be familiar with contract scope of work, specifications, project plans and procedures in order to fullyunderstand unique requirements or special processes necessary for project execution and ensure implementation ofadequate controls for effective assurance & reliability.
Plan and deliver necessary quality trainings & awareness sessions to the project team.
Development and maintenance of Project Quality Management Plan, ITP’s other quality related deliverables andensure implementation of Quality management processes across the project.
Ensure that project plans/procedures/work instructions are in place for management of Quality output withinengineering, procurement, fabrication, load out, transportation, installation etc.
Develop and maintain effective and risk based project audit & review plan and ensure timely execution of audits.
Participate and provide quality input into Design reviews, Constructability reviews, Readiness reviews & PreProduction meetings.
Be involved and provide full support in Supplier and Subcontractor selection and management processes.
Ensure special process qualifications and validations are done with strict code and specification compliance.
Ensure robust processes are in place for receipt, handling, storage and preservation of materials and equipment witheffective controls implemented for regular monitoring, inspections and record keeping, including but not limited toCustomer issued items.
Manage all project quality inspections, including but not limited to activities within internal or subcontractor fabrication,supplier manufacturing, receipt of Customer supplied items etc. Inspections may be managed using internal orsecond party QC inspection resources.
Manage Non-Conformance process and reporting. Initiate and, if required, lead Root Cause Analysis investigationprocesses and assurance of implementation of corrections and corrective actions to improve and avoid repeat NCs.
Facilitate and manage internal and external (Customer, Suppliers, Subcontractors, etc.) Quality meetings.
Ensure flow of information and coordination exist between Quality personnel, Second and Third Party personnel,Certification Authorities, Consortium partners and Customer QC Team for inspections and all quality related activities.
Oversee the construction and installation Quality processes, ensure adherence to specifications, procedures, plansand effective stage / final component inspection and release process.
Participate in the project internal meetings as well as meetings with Customers, consortium partners, Subcontractors,etc. as and if required.
Plan and support all QC and NDT field activities including Major Work Barges, Hook-Up Support Vessel, Vendors /Suppliers, and regional coating yards as required
Ensure TPI & AUT consultants and other Subcontracts (NDT and FJC and Testing) contracts in place on time.
Ensure NDT & Field Joint Coating subcontractor supplies a suitably qualified workforce, that they possess thenecessary licenses and equipment, and have sufficient equipment spares and work safely.
Ensure qualified and experienced QA/QC resources (QC Welding, NDT, and FJC) identified on timely manner placed to meet the project requirements and within the budget.
Liaise with Welding Engineering to develop Weld Procedures and Welder Qualifications as per project requirements.
Evaluate Offshore Welding Performance and NDT & Field Joint Coating Subcontractor performance. • Ensure WPQ, WQT and AUT validation and other qualifications performed with strict compliance with code in timely manner to support the offshore campaign.
Monitoring fabrication operations (Installation aids, spool, jumpers, and grillage etc.) ensuring compliance to specifications, procedures, plans, inspection, and release process are adhered.
Monitoring Quality Control operations of T & I and ensuring compliance to specifications.
Liaise with the QC / NDT / Certification Personnel, TPI, CVA and Customer to ensure that Quality problems are addressed and technically resolved.
Oversee the project internal and Supplier As Built Certification progress and final delivery to Customer.
Ensure progressive compilation of Lesson Learned by the project team and input into LL database.
Ensure timely reporting of quality concerns to the Project Manager & Functional Quality Manager.
Essential Qualifications and Education:
Degree or Diploma in Mech Engineering (or similar);
Minimum of 15-20 years of experience in Offshore & Subsea O&G Construction Industry;
ISO 9001 Lead Auditor Certificate with audit execution experience.
Preferred Qualifications and Education:
Knowledge of Welding, NDT & Coating processes (preferred AWS, CSWIP, NDT qualifications)
Experience in quality management of offshore Jackets, Pipelines, Riser, Bridges. Structures, Spools, Jumper, Umbilicals and Flexible products will be an advantage;
Experienced in SCM processes of vendor management & packaged equipment.
Good knowledge of construction Codes and Standards (E.g. AWS D1.1, ASME & DNV-OS-F101, etc.)
Knowledge of Testing, Pre-commissioning & Commissioning activities & controls; • Good communication skills & experience in working with multinational teams; • Experience in Risk Management tools and conducting RCA’s;
General computer & presentation skills (e.g. MS Office).
