Organizational Location: This position is with the Department of Homeland Security; within U.S. Customs and Border Protection, Office of Field Operations. Responsibilities Note: Note: This vacancy announcement may be used to fill Senior Executive Service (SES) Port Director positions at any duty location listed in this vacancy announcement. You may specify the duty location(s) you wish to be considered for, on the attached questionnaire. One Selection Certificate will be used for all duty locations. As Port Director, you will direct all activities involving the administration of laws and regulations relating to inspection and clearance of carriers, baggage, persons, and cargo arriving in the United States. You will implement Headquarters and field office policies, programs, and procedures and assure their consistent and equitable application throughout the organization. You will establish strategic direction for and direct anti-terrorism and border protection/facilitation operations that may include trade compliance, passenger, immigration, agriculture, and cargo core business processes. You will exercise broad executive management authority in directing the proper utilization of employees, facilities, and other resources, and provide guidance and leadership in the establishment of objectives for various functions. Through public relations, you will promote essential cooperation of importers, exporters, other common carriers, and the general public. You will maintain contact with top executives in industry and commerce with regard to the application of the tariff and all related laws and regulations administered and enforced by CBP. Requirements Conditions of Employment Position Designation: This position is designated as Career Reserved. Probationary Period: You will serve a one-year probationary period unless you previously completed the probationary period in the SES. Selective Service: If you are a male and are hired, and if you were born after December 31, 1959, you must certify that you have registered with the Selective Service System, or are exempt from having to do so under Selective Service law. Drug Testing: This position has been identified as a Testing Designated Position under the U.S. Customs and Border Protection Drug-Free Workplace Program. Satisfactory completion of the drug test is a condition of placement and/or employment in the position and the incumbent(s) of this position is thereafter subject to Random Drug Testing. Lautenberg Amendment: This position authorizes the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition [TITLE 18, U.S.C., SECTION 922(G)(9)]. A "misdemeanor crime of domestic violence" is generally defined under the statute as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent, or guardian. The term "convicted", as defined in the statute, excludes any person whose conviction has been expunged, set-aside, or pardoned or any person whose civil rights have been restored unless the pardon, expungement or restoration of civil rights expressly prohibits the possession of firearms or ammunition. Candidates who have been convicted of a misdemeanor crime of domestic violence within the meaning of the referenced statute are not qualified for this position. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. False or fraudulent information Qualifications Executive Core and Technical Qualification Requirements: You must show in your résumé that you possess the five Executive Core Qualifications (ECQs) that apply to the SES, and the Technical Qualification listed below. Executive Core Qualifications - Mandatory ECQ 1 - LEADING CHANGE: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2 - LEADING PEOPLE: The ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3 - RESULTS DRIVEN: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - BUSINESS ACUMEN: The ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Technical Qualifications - Mandatory 6. Knowledge of Federal inspectional laws, rules, regulations, and procedures pertaining to anti-terrorism and border protection/facilitation (e.g., trade compliance, passenger, immigration, agriculture, and cargo operations). Education Additional Information Relocation Bonus: CBP may authorize a relocation bonus (not to exceed 25% of basic pay) for an eligible selectee. A service agreement is required. Relocation Expenses: We may choose to pay your relocation expenses in accordance with Federal Travel Regulations. Travel: Occasional travel is required. Telework eligible: Yes, based on agency policy. Leave: You will earn 26 vacation days and 13 days of sick leave per year. In addition, the Government observes 11 regular paid holidays each year. Background Investigation: This position is a sensitive position and the tentative selectee must undergo and successfully complete a background investigation as a condition of placement/ retention in the position. A Top Secret security clearance will be required upon appointment. Note: The Federal Government does not deny employment to individuals who are currently or who have been unemployed, nor does it deny employment to individuals who have had financial difficulties through no fault of their own. Our Benefits Package: You will be eligible for performance bonuses of 5 to 20 percent of base pay for superior accomplishments. You will be covered by a defined benefit, contributory Federal retirement system. You may participate in a retirement savings investment plan that offers before-tax savings and tax-deferred investment earnings. You may select one of a variety of health plans and options under the Government's Federal Employees' Health Benefits program and you may participate in the Federal Employees' Group Life and Long Term Care Insurance Programs. Enhanced Customs and Border Protection Officer (CBPO) Retirement (applies to the ES-1895 job series): This position is covered by the Enhanced CBPO Retirement provisions under Public Law 110-161, Division E, Section 535 as a 'Secondary' covered position is defined as: a Supervisory Customs and Border Protection Officer or administrative position (e.g., managerial, technical, professional) with the Department of Homeland Security for which experience in a 'Primary' CBPO position is mandatory prerequisite. A primary CBPO position is a frontline, rigorous Customs and Border Protection Officer, GS-1895, or heritage position(s) Customs Inspector, GS-1890, Immigration Inspector, GS-1816, and Canine Enforcement Officer, GS-1801. An employee must have performed the primary CBPO position for a consecutive period of at least 3 years and transferred directly to the secondary CBPO defined position without a break of more than 3 days to be eligible for the enhanced CBPO Retirement Coverage under Public Law 110-161, Division E, Section 535. Candidates for this position must have had prior service that would include one of the above series.
