JOB TITLE: Planning Specialist
DEPARTMENT: Emergency Management
GENERAL SUMMARY: The Planning Specialist is responsible for developing, maintaining, and reviewing emergency plans for municipalities, schools, chemical facilities, childcare facilities, and medical facilities. This position provides direct staff support to the Local Emergency Planning Committee.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Manages all aspects of the chemical reporting and planning process required under the Emergency Planning Community Right-to-know Act. Develops or updates off-site response plans for each "planning facility", invoices facilities for appropriate fees, provides reports to the Local Emergency Planning Committee, which detail the chemical threat and interaction with the facilities. Organizes training and exercises for the first response community and chemical facilities, identify existing or emerging gaps in capabilities, this includes the collection and analysis of chemical data during the annual reporting period,
Assists Deputy Director of Operations with specialized teams that support all aspects of the emergency response community within the County. Duties include, but are not limited to, ensuring the electronic detection equipment assigned to each facet of the specialized teams is calibrated on an established schedule, maintains an accurate inventory of equipment, which includes dates of calibration, operational status, and maintenance performed. Maintains an appropriate supply of calibration gases, sensors, detection tubes and miscellaneous items necessary to ensure the equipment is functional.
Assists Training Specialist in conducting annual training to the atmospheric monitoring and radiological response teams. Maintains records of training conducted to support proficiency in the specialized rescue capabilities needed for trench rescue, confined space operations and structural collapse.
Acts as liaison with the County's contracted hazardous materials team, maintains relationships with adjacent counties on all aspects of off-site border plans, hazardous materials response and mitigation capabilities and mutual aid response.
Provides interaction and support to those facilities or organizations which provide a current emergency plan. Duties include a comprehensive review to ensure the assumptions in the plan accurately reflect the capabilities and resources of the community partners that would assist.
Assists Training and Exercise Specialist in conducting workshops and table-top exercises to familiarize facility staff with the various aspects of the plan with the goal of exercising the plan to gauge effectiveness and needed improvements.
Interacts with partners on approximately 400 emergency plans. Reviews information from various state agencies, County departments, emergency services and the wider community, to determine if there are operations within the County which lack an emergency plan. Contacts and offers assistance in developing an effective plan.
Works with agency staff on components of effective emergency management and community resiliency to update the annual Threat & Hazard Identification & Risk Assessment (THIRA) and the Stakeholder Preparedness Review (SPR).

Supports all operations of the Schuylkill County Emergency Management Agency during non-typical situations or disasters. Such support may temporarily interfere with normal duties; however, it is in the nature of emergency management to deal with all life safety, community or environmental issues in an efficient and expedient manner before returning to normal operations.Participates in the periodic updates for the Hazard Mitigation Plan, the Threat and Hazard Identification and Risk Assessment (THIRA) and the Stakeholder Preparedness Review (SPR), as each is a critical tool for improving resilience within the entire County community.Interacts with all chemical reporting and planning facilities to maintain a relationship of cooperation and understanding. Provides information, guidance and support to the emergency services in all matters relating to chemical releases, hazardous conditions or disaster response.Performs an annual hazard assessment of the chemical threat within the County, identifying the most likely situations and gaps in capabilities.Along with the Director of Emergency Management, Deputy Director of Operations, and Training and Exercise Specialist, shares responsibility for "on-call" duty, which will rotate through the group on a weekly basis.The employee is expected to be the local subject matter expert on the State's Tier II chemical reporting system.Maintains a working relationship with the Bureau of PennSAFE, Department of Labor & Industry, the administers of "PATTS".Attends meetings and workshops along with or representing the agency, becoming familiar with the leadership at the various local, county, state and federal agencies, which interact with our agency during disasters or incidents.Provides situational awareness to partner agencies utilizing the WEB-EOC portal.Demonstrates proficiency in all aspects of computer or web-based systems which are regularly utilized on a day-to-day basis or during emergency situations. This includes emergency notification systems, photo-ID's, databases, and agency website.Other Requirements
Delivers presentation to, and interacts with, small and large groups.Must obtain training certificates in IS-100, IS-200, IS-700x and IS-800x within the first two months of employment.Must obtain G-290 certificate within first year of employment.Must obtain training certificates in ICS-300 and ICS-400 within the first two years of employment.Must complete PA Emergency Management Agency County Associate Certification within the first year of employment.Must complete PA Emergency Management Agency County Professional Certification within four years of employment.Must complete other training and certification as determined by the Department Director or designee.Education/Employment:
A Bachelor's Degree in Emergency Management or similar tract is preferred, as well as a minimum of five (5) years of experience in the emergency services.

A High School Diploma and any combination of relevant education and Emergency Management workforce experience that adds up to ten (10) years.
Knowledge, Skill and Abilities:
