Job Announcement
Zoning Permit Section (ZPS), Zoning Administration Division (ZAD), Department of Planning & Development. Serves as a Deputy Zoning Administrator in the Zoning Permit Section of the Zoning Administration Division, with direct supervisory responsibility for a work group of planners and planning technicians that interpret and apply the Fairfax County Zoning Ordinance, Noise Ordinance, and other regulatory standards in the zoning review and issuance of a variety of County approvals such as the zoning review of building permits, sign permits and other administrative zoning permits. Assists staff and applicants in problem solving complex issues related to permit review, and bringing identified issues to a mutually beneficial conclusion that ensures compliance with all necessary regulations. Monitors workflows to ensure deadlines are satisfied and motivates assigned staff in achieving shared agency goals and individual career goals. In addition to this core responsibility, the work includes responding to public inquiries about various regulations and County permit processes and resolving conflict within these processes; interpreting the Zoning Ordinance and other related regulations; occasionally conducting and/or supervising inspections by assigned staff; and collecting and reporting performance related data for budget purposes. In this capacity, the position serves as a subject matter expert on zoning related matters within the specific area of work assignment. This position also assists the Assistant Zoning Administrator in the oversight and management of ZPS which may include: workforce planning - serving as a hiring manager, subject matter expert, and assisting in the selection of personnel; creating and/or improving standard operating procedures for work tasks within assigned area of work; the training of new staff members in ZPS; developing training modules and presenting information on section work tasks for internal and external customers, to include content on County websites; and serving as a liaison between ZPS and other County agencies/personnel to address issues and conflict in related areas of review, and to improve the overall land development process, including changes and updates to the PLUS system. Represents agency, Division and/or ZPS at meetings with County, State and/or industry representatives, as well as the public and other audiences.
Note: In accordance with current Fairfax County telework and personnel policies, this position is eligible for partial telework. Telework enrollment and continuance are subject to supervisor approval and County policy.

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university in a planning related field; Plus seven years of experience in a planning-related field including two years increasingly responsible experience with leading teams, project management and/or staff management.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
Seeking individual with advanced knowledge of the principals, practices & techniques of planning and zoning, with strong organization skills and who can manage a fast-paced work environment. Must possess strong written and oral communication skills, including the preparation and editing of technical review comments and related correspondence to the public; must be an excellent, effective, and innovative communicator. Must possess strong interpersonal and public relations skills to work effectively with various officials, staff members in a team setting, citizens and other customers. Must be able to perform complex work assignments with minimal oversight and be willing to confidently make technical and personnel decisions as they relate to the section and assigned staff. Supervisory experience and project management skills preferred.
In addition, there is a strong preference for an individual with experience in reviewing complex land use plans, building permits, development plans, survey plats, and other zoning related legal documents. Must possess the ability to use a personal computer, word processing applications, and Geographical Information System (GIS) based programs or related permitting review and/or government software such as PLUS or other Accela software.
PHYSICAL REQUIREMENTS:
Position is primarily sedentary; however, employee may be required to do some walking, standing, bending, and carrying of items up to 15 pounds in weight. Ability to reach and bend to retrieve files from a 7-foot high, open shelf filing system. Ability to operate keyboard-driven equipment and the ability to access, input and retrieve information from a computer. Work duties may require site visits and the conduction of inspections on properties throughout Fairfax County. All duties performed with or without reasonable accommodations.
