Job Summary
Responsible for payroll of the EDA as well as all benefit programs; reporting.
maintains excellent relations with managers and EDA staff to ensure that payroll is accurate and timely.
Must possess extensive knowledge of personnel policy and procedure and federal and state laws regarding employment practices. Supports all HR initiatives and programs.
$65,484 - $81,855
Note: The NJEDA currently offers a hybrid work schedule for up to 2 days of telecommute work from home. To participate, you will be required to have high speed home internet access and a managers approval. This program does not supersede the "New Jersey First Act", which requires newly hired NJEDA employees to establish and then maintain, principal residence in the State of New Jersey.
Responsibilities
Essential Duties and Responsibilities
Responsible for processing the company payroll timely & accurately. Maintains ADP database, prepares payroll reconciliation to ensure accuracy, produces reports for approval, addresses employee inquiries, calculates pay changes for salary modifications, leaves, terminations & new hires.
Processes all benefit enrollments/changes/questions etc. (SME):
Prepares and reconciles benefit payment invoices accurately and in a timely manner for Manager/Director approval.
Reviews Open Enrollment communications for Manager/Director approval.
Manages the coordination of 3rdparty dental including billing (other authorities/agencies)
Works with Accounting regarding payroll reconciliation and GL entries.
Reconciles quarterly pension reports to ADP pension reports to ensure accurate amounts are credited to proper accounts and filed on a timely basis with Pensions.
Maintains payroll and benefits spreadsheets used by the HR department for health benefit payroll deductions, as well as, by the Controller for budget and actuarial purposes.
Prepares, reconciles, and files quarterly Executive Order 8 Transparency report detailing employee salary information.
Coordinates audits.
Prepares unemployment and disability inquiries.
Liaison to credit union and deferred compensation
Handles 1095c reporting.
Promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, EDA staff and external customers.
Must complete annual and semiannual self-assessment as required.
Performs other duties or special projects, as assigned.
Qualifications
Required Skills and Abilities
Must be able to; maintain confidentiality, communicate effectively both verbally and in writing, proficient in grammar, spelling, editing and foster communications with business professionals and EDA staff.
Ability to think creatively to introduce new ideas and processes.
Excellent proofreading skills and use of proper grammar and punctuation
High level of organizational skills with the ability to prioritize tasks, work independently, multi-task and function effectively under pressure of deadlines.
Ability to obtain a thorough knowledge and understanding of all aspects of EDA.
Excellent customer service skills
Ability to perform in a fast-past environment that is constantly changing.
Ability to follow-up on pending items
Ability to prioritize workload, must be highly organized, detail-oriented, handle various tasks simultaneously and work independently within limited time constraints with little or no supervision.
3 years experience with ADP Workforce Now.
Demonstrates respectful behavior and promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, EDA staff and external customers.
NJEDA utilizes Microsoft as the core application platform and proficiency in the Microsoft Office Suite is preferred.
Preferred Qualifications
Education and Experience Requirements
Bachelor’s degree with emphasis in business administration, human resources and/or equivalent
Minimum five years general business experience with emphasis payroll & benefits
Advanced degree or industry specific certification may be substituted for 1 year of experience.
Physical Demands
Minimal
Ability to work outside normal business hours, as needed.
Travel
As necessary to events, meetings, businesses, etc.
Certificates and Licenses Required
License: Staff are required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essentials duties of the position.
