About Part-Time Accountant II

  The Massachusetts Department of Fish and Game works to preserve the state's natural resources and people's right to conservation of those resources, as protected by Article 97 of the Massachusetts Constitution. To carry out this mission, the Department exercises responsibility over the Commonwealth's marine and freshwater fisheries, wildlife species, plants, and natural communities, as well as the habitats that support them. The Office of Fishing and Boating Access (OFBA) is one of four agencies within the Department of Fish and Game that serves the public by providing and maintaining access to over 290 coastal, inland boat, canoe launch, and fishing areas across the state. In addition to the construction of access sites, the OFBA also provides engineering, construction, and technical services to the other agencies in the department - the Division of Fisheries and Wildlife, the Division of Marine Fisheries, and the Division of Ecological Restoration. A cover letter and resume must be submitted as part of the application process and attached “as relevant” to the requisition. The OFBA is hiring for a Part-Time Accountant II position. The Accountant II will assist and be responsible for the purchase of goods and services, contracting services, accounts payable/receivable, accounting and billing functions, and the use of MMARS and COMMBUYS. The Accountant II will assist with the processing of the agency's Special Use Permit program. Primary duties include: a. Process requests for purchase orders or payment requests ensuring compliance with the policies and procedures set forth by the Office of the Comptroller (CTR), Operational Services Division (OSD), and Internal Control Policies. b. Preparation and input of purchasing ad/or payment documents into Massachusetts Accounting and Reporting System (MMARS). c. Independently resolve procurement issues/activities while meeting the service needs of the department. d. Applies knowledge of purchasing principles and provides technical assistance regarding State Procurement rules and regulations. e. Maintains and monitors purchasing document files to ensure receiving of goods and services in a timely manner. f. Utilize MMARS, COMMBUYS, Commonwealth Information Warehouse (CIW), Microsoft applications and other approved systems. g. Enter information and maintain accurate spreadsheet in Microsoft Excel database, including but not limited to, providing back-up documentation, and reconciles financial statements, reports and encumbrance/payment logs. Manage procurement files in accordance with the Division of Operational Services (OSD). h. Communicate with agency personnel, oversight agencies and vendor via telephone, written or in person to resolve accountant discrepancies and related payment issues, obtain statistical data, documentation, or various reports. i. Provide technical assistance to division staff to ensure compliance with agency laws, rules, and regulations. j. Assist the Deputy Chief Engineer for Engineering with OFBA's Special Use Permit Program. Qualifications Required at Hire * a. Knowledge of Microsoft Office and Excel; b. Practical experience with MMARS and COMMBUYS; c. Knowledge of the principles and practices of accounting to include terminology and the methods of report writing; d. Understanding of purchasing and the ability to mitigate projected cost deficiencies; e. Ability to analyze and determine the applicability of accounting date, to draw conclusions, and to make appropriate recommendations; f. Ability to read and interpret documents such as financial reports, account, and ledgers; g. Ability to perform mathematical calculations using formulae to solve accounting problems; h. Ability to prepare general and financial reports; i. Ability to write concisely to express thoughts clearly and to develop ideas in logical sequence; j. Ability to communicate effectively in oral expression; k. Ability to exercise discretion in handling confidential information; l. Ability to work independently, in a team setting, and establish and maintain harmonious working relationships with others; and m. Knowledge of the principles, practices, and techniques of supervision. * Qualifications Acquired On The Job Knowledge of state procedures governing the purchase and requisitioning of supplies and equipment First consideration will be given to those applicants that apply within the first 14 days. MINIMUM ENTRANCE REQUIREMENTS:Applicants must have (A) two years of full-time or equivalent part-time, general accounting or budgeting experience, or (B) any equivalent combination of the required experience and the substitutions below. Incumbents may be required to have a current and valid Massachusetts Motor Vehicle Driver's License at a class level specific to assignment. Substitutions: I. An Associate's degree with a major in accounting, finance or business may be substituted for one year of the the required experience. II.
