Job Summary
Provides program management support to the Principal Assistant Program Manager (PAPM). Provides daily program, analytical, and acquisition management support to senior-level executives. Coordinates, facilitates, and attends meetings to collect meeting minutes and record and follow up on action items. Prepares and reviews briefs as required for the government client. Provides detail-oriented management of records, business research analysis, and valuation strategies. Maintains the government client calendar, ensuring any conflicts are resolved quickly. Handles various administrative tasks, and should have strong computer, finance, and analytical skills. Coordinates and submits the Weekly Status Report for all programs under the government clients' responsibility. Develops mechanisms for monitoring progress and for intervention and problem-solving. Integrates all functions and activities necessary for the project/program to meet customer requirements. Tracks personnel, costs, and schedules; ensures contract compliance and serves as customer interface. Answers data calls as required - some with very strict or fast turnaround times. Develops, tracks, and updates program risks. Serves as the liaison between functional areas across the program office
Telework is supported at 10-20%. Travel is required.
Responsibilities and Duties
Experience in a Navy Acquisition Program Office providing program management support of major Navy ACAT programs and projects in the following areas, including government contracts management, managing cross-functional teams, business management, and FAR and DAU Acquisition. Must have experience utilizing Defense Acquisition Management Information Retrieval and ASN RDA Information System (RDAIS). Must have experience working with senior personnel in ACAT program management offices and organizations such as NAVAIR, PEO(EIS), DASN, SPAWAR, ASN RDA, OPNAV N2N6, OSD AT&L, and USAF acquisition activities. Must have experience with ASN (RDA) and congressional acquisition reporting, such as annual SAR, Quarterly DAES, Monthly ASN(RDA) Progress-to-Plan Report, weekly progress reports, and OPNAV execution reports. Must have experience developing acquisition briefs, point papers, and data call responses to senior stakeholders. Must have experience identifying and managing risks, opportunities, and issues. Must have experience developing, planning, and managing strategic engagements, relationships, and events. Must have experience maintaining program calendars and action items. Knowledgeable of a wide range of acquisition statutory and regulatory requirements. Familiarity with amplifying Navy and NAVWAR Instructions. Ability to effectively communicate in both oral and written forms at all levels of the organization and similar levels outside the organization. Must be knowledgeable of DoD 5000 Series/SECNAVINST 5000 Documentation, including Rapid Prototyping guidance, DoD Risk, Issue, and Opportunity Implementation Guide. Knowledgeable and demonstrated experience with cost estimating, including Program Office Estimates (POEs), Program Life Cycle Cost Estimates (PLCCE), Independent Cost Estimates (ICE), Service Cost Position (SCP) and analyses, Cost Benefit Analysis, Cost Comparison Analysis, Business Case Analysis, trade studies, and Cost as an Independent Variable Analysis, Should Cost Savings. Acquisition planning including Acquisition Program Baselines, Acquisition Decision Memoranda and briefs, financial planning to prepare Program Objective Memorandum (POM) exhibits, spend plan development, and similar briefings for program/project budgeting and execution. Experience with Navy Enterprise Planning (NERP) reports. Understanding of Integrated Master Schedules (IMS) and alignment between the IMS, funding, risks and opportunity management. Review PAPMs and team calendars for the day, week, and month to ensure data calls and deliverables are in process and in line to be completed by the deadline.
Qualifications and Skills
Required knowledge and years of experience
Must have at least three (3) years of experience in program management, engineering/science management, operations research, and financial/cost analysis. Must have significant experience in U.S. Navy programs or operations. Must have at least two (2) years of experience with financial/cost analysis for SPAWAR programs or projects.
Education Requirements
Bachelor of Science degree in a business or technical field
Certifications
Must have Program Management Professional (PMP) certification.

Salary
The minimum salary starts at $120,000 and the max is negotiable based on experience.
