The Outreach and Enrollment (O&E) Manager is responsible for the administration and coordination of the network's Outreach & Enrollment Program and other health center initiatives. The O&E program exists to improve patient and community health access through outreach, education, advocacy, and direct client engagement around health insurance and other benefits programs.This position will provide supervision, guidance, and training to FPCN Outreach and Enrollment staff, manage day-to-day programmatic operations, and support cross-departmental health access objectives. They will be responsible for ensuring all training and credentialing is in compliance with state and federal requirements, and monitor all performance related to data entry, application completions/submissions and ensures all staff is reporting on newly insured persons to the finance department for retroactive billing.The O&E Manager will uphold the mission and beliefs of the organization by performing duties that promotes the health centers. This includes collaboration with primary care, behavioral health, dental, and social services, and providing supportive services to individuals, families or groups and assist with resource coordination in responding to the needs of patients and the facility. In addition, staff must support FPCN's commitment to the creation of a trauma-informed system of care that continually recognizes and responds to the impact of traumatic stress on all those who have contact with the organization Responsibilities/Duties
Provide direct supervision of all O&E Specialists at each FPCN location a minimum of one time per month.Coordinate and facilitate monthly O&E team meetings.Represent O&E team at bi-monthly operations department meetings.Ensure staff obtain and maintain all certifications, licensures and trainings as required.Responsible for ensuring each O&E team meets best practices, in all areas (Charting, follow up, integration into primary care, knowledge of benefits programs).Responsible for making sure each O&E meets quantitative goals.Accurately provide required reporting to track goal achievement and client satisfaction.Attend and successfully complete all required training programs and participate in ongoing conference calls, webinars, and other professional development opportunities.Collaborate with various local organizations to build awareness of coverage options, spur enrollment, and build referral linkages.Maintain a base line of 25% for direct service enrollment duties.1. Complete & submit a minimum of five (5) applications Medicaid/Medicare (Marketplace) applications per month. (SNAP applications as appropriate).2. Number of people educated (including patients): 75 Quarterly (300 annuall3. Community events attended per month - 1 (MONTHLY) 3 -(QUARTERLY)4. In services at community partners - 2 AnnuallyMaximize FPCN revenue recovery through: 1) training and oversight of staff to ensure use of O&E form in Centricity. 2) Ensure O&E staff maximizes FPCN visits retroactively covered by Medicaid.Meet quarterly with billing department to ensure continuity of reporting.Identify needs and priorities of clients/communities we serve and make interventions to fulfill the needs as they relate to outreach.Maintain ongoing knowledge and understanding of networks services & programs and make referrals to such programs as needed.Responsible for recruitment and training of all networks O&E Staff.Other duties as assigned. A minimum of five (5) years' outreach and enrollment experience. (An equivalent combination of education and experience will be considered).A minimum of two years of direct supervisory experience. Required Education
A Bachelor's degree from an accredited university in Liberal Arts, Human Services, or a related field is required; how ver, an equivalent combination of education and experience will also be considered Required Qualifications
Must hold all necessary state and federal certifications and licensure.Exceptional knowledge of the health and human services infrastructure, health insurance programs and public coverage options.Ability to travel and rotate between sites, as needed.Candidate must be able to work flexible hours as needed.Excellent oral and written communication skills are required.Proven success in obtaining insurance enrollment for individuals within the greater Philadelphia area.Ability to work independently and coordinate multiple tasks.Ability to effectively develop and nurture relationships with a diverse group of stakeholders.Ability to enthusiastically communicate with potential enrollees.Ability to build momentum within team and create enthusiasm.Strong computer skills with proficiencies in Outlook, Word, PowerPoint, Excel, internet-based applications and the Microsoft operating system.Extremely self-motivated, proactive attitude a must.Ability to work as a team member within an integrated practice. FPCN requires Healthcare Workers to be fully vaccinated. Fully vaccinated means it has been two weeks since the final dose of vaccine. Thus, we require vaccination prior to start for all new hires. This currently does not include boosters.
