Description:
This position provides administrative support for the Office of the Chief Information Officer (CIO) and to the Office of Information Technology's (OIT) staff, consisting of the Applications, Desktop Services, and Network sections. This is administrative work for a senior management position. The incumbent uses independent level work judgment to perform research and independently make decisions and obtain solutions. This is the intermediate level work where the employee performs a full range of assignments under limited supervision. Duties are well defined with established practices and policies. Work requires the understanding and use of business and technical vocabulary. The employee must use skills in retrieving, compiling, and reporting data. Errors may cause delays in organizational work or result in loss of expenditure and have an impact on operational effectiveness and productivity.
Monitors and prepares budget reports, inventory reports, and maintains purchasing records of expenditures for office equipment, computer hardware, software, and office supplies, Reviews and coordinates the proper processing of P-Card transactions. Make arrangements for, and process all travel vouchers for OIT staff as required, ensuring compliance with the Florida Travel Rules and Regulations. Responsible for timely and accurate processing and/or approval, as appropriate, of vendor quotes, invoices and warrants for payment of goods received, or services rendered. Responsible for adhering to the provisions and requirements of section 215.422. F.S, related to state comptroller's rules and Florida Fish and Wildlife Conservation Commission invoice processing and warrant distribution procedures.
Serves as the staff assistant to the CIO and to the OIT. Processes a variety of correspondence, investigates subject matter, and prepares replies. Answer telephones, takes accurate messages, and directs visitors and callers to the most appropriate person to assist them. Creates and maintains purchasing and project files for the CIO. Summarizes calendars for the CIO's staff and advises supervisor of scheduling conflicts.
Other general office work as needed.
Conducts research and prepares correspondence, reports, manuals, and other material on technical and general subjects. Uses a variety of research sources, including the Internet and library sources to research, compile, and organize data for the CIO.
My Florida Marketplace/Ariba on Demand (MFMP/AOD)-
Provides information, guidance, support, and assistance to OIT staff with the creation of purchase order requisitions in MFMP/AOD and ensures accurate and timely processing of the same.
Assist OIT staff with verifying vendor registration in MFMP/AOD and, if needed, contacting vendors to assist them with information regarding MFMP/AOD registration, updating their W-9 and registering with the U.S. Government’s E-Verify program.
Maintains knowledge of State and Commission procurement guidelines.
Works with headquarters finance and budget office purchasing staff on procurement issues.
Monthly Purchase Order Payments-
Process, receive and reconcile vendor invoices in My Florida Marketplace/Ariba on Demand (MFMP/AOD) in a timely manner. Maintains all invoice documentation in an electronic file format, following established standards for file naming.
Maintains knowledge of current fiscal year’s Section 215.422, F.S.; 691-24, F.A.C.; 691-40, F.A.C; Department of Financial Services Guide for State Expenditures and FWC invoice-processing procedures and timelines and confers with the headquarters accounting office disbursement staff on payment issues.
Ensure no interruption of services, with invoices being promptly processed through MFMP/AOD System.
Assist customers with research and reporting of past invoices and payments.
Duties may include, but are not limited to accurately reviewing and processing MyFloridaMarketPlace (MFMP/AOD) requisitions, Staff Augumentation, formal procurements, etc.
Duties may include but are not limited to making PCard purchases and processing Works transactions.
Minimum Qualifications:
Must be a Florida Certified Contract Manager (FCCM) or obtain within 6 months from hire date.
A high school diploma and three years of experience in procurement (MFMP, purchasing, contracting, and/or formal solicitations), OR
An associate’s degree with two years of experience in procurement as listed above can substitute for the required experience, or
A bachelor’s degree with one year of procurement experience as listed above can substitute for the required experience.
Preferences:
At least 1 year of experience using My Florida Marketplace/Ariba on Demand (MFMP/AOD).
