Senior Technical Advisor- Transportation NEPA Focus On-Call
Location: Remote
Ready to make a difference? ICF’s Environment & Planning Division is seeking an On-Call Senior Technical Advisor with experience in National Environmental Policy Act (NEPA) compliance and experience working with TxDOT and other DOT clients.
The successful candidate would leverage their regulatory expertise and management experience to provide QAQC, senior-level technical oversight and review, and mentorship and training in project management and more complex NEPA analyses. The candidate would be given immediate opportunities to support and work collaboratively with highly-talented project management peers and technical experts.
About On-Call Employment with ICF:
Given the seasonal or project-specific nature of our environmental work, ICF often hires environmental professionals as “On-Call” employees. On-Call employees are scheduled for work hours as they become available (we usually schedule work hours a few weeks ahead of time), and each on-call employee is free to accept or refuse the hours assigned to them in a given week. On-Call employees may work concurrent projects outside of their ICF assignment (as long as their outside work does not create a conflict of interest with the work they do for ICF).

What you will do:
Provide technical and editorial review and QAQC of NEPA documentation
Provide technical expertise, advice and oversight on complex NEPA tasks/analyses, including Alternatives Analyses, Need and Purpose, Indirect and Cumulative, etc.
Providing leadership to our Transportation team and helping to mentor, train, and guide junior and mid-level staff
Perform project director-level oversight of select projects to provide training and mentorship opportunities for junior and mid-level staff
What you need to have (minimum qualifications):
BS/BA in Biology, Natural Resource Sciences, Environmental Sciences, Environmental Planning or a similar field
15+ years of experience in environmental consulting or applicable fields (government, consulting, academia)
What we would like you to have (preferred qualifications):
Experience overseeing Federally-funded transportation projects, reviewing technical studies and guidance, and providing regulatory guidance.
Experience working with TxDOT
Technical writing skills and ability to review, QA/QC, and provide feedback to technical staff.
Strong knowledge of environmental consulting practices and environmental laws.
Demonstrated ability to lead, mentor, and train teams of technical specialists.
Ability to present solutions to complex NEPA projects/challenges

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$92,986.00 - $158,076.00
