What You Will Do
Reporting to the Secure Networks & Assurance (SNA) group leader within the Weapons Research Services (WRS) Division, the NWCAL Program Manager will develop, implement, and lead the strategic vision of the Center. The Nuclear Weapons Cyber Assurance Laboratory (NWCAL) Program Manager will have the opportunity to build the Center from early stages with direction from the WRS-SNA Group Leader and internal and external collaborators. You will establish initiatives, develop funding streams for Center growth, collaborate with researchers in Global Security (GS), and other labs, plants, and sites on cyber R&D projects and initiatives. You will work with Business Operations organizations such as Network Infrastructure and Engineering (NIE) and Office of Chief Information Officer (OCIO) on cyber testing for networks and software tools. You will be responsible for strategy development, priority determinations, and funding solicitation. Additionally, you will be expected to grow and resource the team and collaborate with other NNSA sites, universities, and other government agencies. You will lead the team toward establishing a formal institutional assurance capability that helps the lab meet the NA 121.4 requirements. You will also be an active participant in the Nuclear Enterprise Assurance Program, will actively interface with NSE, DoD, and other government agencies, and will be an active member of related cyber programs at LANL. You will model an environment of professionalism and demonstrate a commitment to excellence and open collaboration. The individual will carry out strategic planning in coordination with institutional goals and promote and deliver cyber assurance services for the weapons programs. Additionally, you will demonstrate and encourage safety, security, and integrity in all areas of cyber assurance and leadership.

Technical Leadership
Demonstrated leadership, vision, and strategic and tactical planning for a portfolio with high consequence risk to timely and proper execution. Demonstrated management of 10-20 plus technical staff on a focused set of activities.
Technical Excellence
Advanced technical knowledge and experience in science, technology, or engineering fields. Establishes and define work, assign scope and deliverables, operationally execute technical scope, and interface and negotiate with internal line managers to accomplish program goals without considerable direction. Advanced experience working both independently and with a multi-disciplinary team while maintaining a strong work ethic and timely completion of work. Willingness and ability to work in a fast-paced collaborative team environment. Demonstrated commitment to safety in the workplace.
Communication
Demonstrated ability to negotiate, evaluate, develop, and maintain partnerships and relationships with DOE/NNSA or DOD entities. Demonstrated experience negotiating and collaborating with multiple internal and external entities at various levels. Demonstrated ability to work with customers to understand current and changing needs and set a path forward to meet those needs. Demonstrated strong oral and written communication skills.
Education/Experience: Bachelor's degree from an accredited institution and 12 years of significant technical project/program management experience; or an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
Demonstrated leadership, vision, and strategic and tactical planning for a portfolio involving IT/OT cyber assurance or other technical disciplines.
Operational experience in multiple areas of cyber assurance including software, firmware, and operational technologies.
Experience in program or portfolio management with demonstrated success in growing the funding level.
Demonstrated success in developing and implementing innovative and proactive approaches to cyber assurance.
A master's or higher degree in science, technology, or information management related field highly preferred. Preference will be given to PhD candidates.
Ability to obtain SCI.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th.
