National Consultant to Support the Harmonization of Materials for Short Courses
Scope of Work
Background
The Local Health System Resilience (LHSS) project in Kazakhstan will build on previous investments by the United States Agency for International Development (USAID) and LHSS' previous work with the Government of the Republic of Kazakhstan (GORK), international and national stakeholders, and local partners to advance global security health and dialogue, planning and coordination within the country's health system and emergency response structures. This will be done with a focus on GHS strategies that are developed jointly with partners, implemented transparently to achieve high impact, and include social inclusion and equity. The 12-month project will focus on strengthening the capacity of local partners through technical and financial assistance to advance PHC priorities and the One Health approach to pandemic preparedness.
Specific objectives of the LHSS Kazakhstan Activity are the following:
Support the GORK’s efforts to improve the national laboratory system, through:System strengthening to meet national and international quality standards, including relevant biosafety and biosecurity measurements
Targeted facility and equipment upgrades necessary for the safety and security of laboratory operations and personnel
Supporting One Health whole-of-government coordination efforts
Strengthening the capacity of One Health workforce on the necessary technical epidemiology and epizootiology skills as well as leadership skills required to implement intersectoral and whole-of-government pandemic preparedness, prevention, detection, and response.

Consultancy Objective and Tasks
As part of this activity, LHSS Kazakhstan will work with partners, including the Centers for Disease Control and Prevention (CDC), One Health Workforce Academies (OHWA), the GORK, Ministry of Health (MOH), and Ministry of Agriculture (MOA) to compile various scientific programs on One Health field epidemiology to develop a short course. In addition, the Activity supports the adaptation of the WHO Global Laboratory Leadership Program (GLLP) and other training programs for use in Kazakhstan. To this end, LHSS Kazakhstan is seeking an experienced Consultant to support the intersectoral working group in harmonizing scientific materials and resources of the Republic of Kazakhstan, MOH and MOA to strengthen the capacity of One Health workforce:
The consultant will work closely with the Activity team under supervision from the Chief of Party.
Core tasks to be undertaken by the consultant will include, but not be limited to:
Collect information about the existing One Health curricula including the CDC Field Epidemiology Training Program (FETP), USAID One Health courses, and existing GORK materials
Compile existing WHO GLLP and other GHS/One Health leadership training materials, with emphasis on management, heads-of-department, multisectoral, and whole-of-government training programs already available.
Conduct desk review and preparatory work to disaggregate and prioritize One Health technical curricula content, include One Health leadership curricula content.
Host multi-partner working meeting (two to three days) to do the following under leadership of the One Health working group:
Compile and finalize agreed-upon content for the proposed GHS/One Health short course
Confirm prioritized format and mode of training delivery
Discuss strategies for certifying the GHS/One Health technical short course
Discuss opportunities for allowing CME credit for the GHS/One Health technical short course
Identify technical One Health workforce personnel to receive the first GHS/One Health technical short course funded by USAID
Discuss opportunities for certification, CME credits, and institutionalization of One Health technical short course following initial USAID investment. Including options to offer the course through local training institutes or other accrediting bodies
Develop final training materials (format TBD), including translation of materials into Russian and Kazakh languages
Prepare to roll out training to first cohort

Deliverables:
In close communication with LHSS Kazakhstan, the Consultant will produce the following deliverables:
Training materials, curricula for short courses One Health for use in Kazakhstan
Training materials, curricula for short courses One Health leadership short course (GLLP) for use in Kazakhstan.
Pre-course/training and post-course/training survey
Post-course impact survey results and analysis
Brief report on institutionalization of training materials with SPCSEEM or other training facilities via the One Health working group
Summary of the content of training based on One Health approved by the Government of the Republic of Kazakhstan.
Short-Term Technical Assistance Report due at end of consultancy (the template will be provided by Abt)
Minimum Qualifications:Master’s degree or higher in public health and at least 10 years of professional experience in health. Narrow specialization in the field of infectious diseases is a strong advantage
Extensive knowledge of aspects of health emergency preparedness and familiarity with the latest WHO recommendations for health emergencies response
Experience working on situational analyses and assessments
Experience in conducting seminars, conferences, round tables, trainings, technical working groups at a high level is an advantage
Strong analytical and communication skills
Strong attention to detail, with demonstrated ability to produce high quality work, independently, on time, and in a cost-effective manner
Fluency in Russian and Kazakh is required and proficiency in English is an advantage.
Reporting: The consultant will report to the Chief of Party.
Location: Almaty, Astana cities, Kazakhstan
Level of Effort and Period of Performance: The anticipated level of effort for this assignment is up to 30 days from January 2024 through to the end of June 2024.
