Responsibilities Through subordinate activity managers, is responsible for overall management and direction of the Directorate Family and Morale, Welfare, and Recreation (DMWR) Support Division at a large garrison. Provides policies and guidance to ensure attainment of the established objectives of the division. Performs liaison with and coordinates programs with AAFES and other garrison agencies. Directs, develops, and administers plans and procedures; and implements regulations to ensure functions are carried out in accordance with governing laws, policies, regulations, and professional standards of service. Provides leadership and supervision, and communicates mission and organization goals to subordinates. Applies knowledge of programming, planning, and budgeting and long-range MWR resources. Directs and develops finance and accounting operations through various services to include receipt of, distribution of, and accounting for NAF. Maintains accounts showing status of installation allotments, assets, and liabilities. Minimum Qualifications: Work Experience directing/managing one or more DFMWR Support Management programs for a Garrison, or similar civilian community, for at least one year. Knowledge of programming, planning, budgeting, and long range planning. PCS Costs Payment Permanent Change of Station (PCS) costs are authorized, based on a determination that a PCS move is in the Government's interest. PCS costs will be paid in accordance with and not exceed the Joint Travel Regulation (JTR) allowances. Pay-Band (NF or CY) Allowances and Differentials This is a pay-banded position. Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600. Incentives and Bonuses Incentives will not be paid. Non-Foreign Overseas Allowances Non-foreign overseas allowances, cost of living (COLA), and differentials will not be paid.
