  Office of Conservation – Engineering-Regulatory/Monroe Division

  The Engineering Regulatory Division is responsible for inspecting oil and gas wells and the associated facilities to ensure compliance with LAC 43:XIX.Subpart 1 (Statewide Order No. 29-B, the processing of Unit Termination applications (Statewide Order No. 29-L-3), and the approval of Unit Survey Plats.

  Additionally, the Division is responsible for implementing and administering the Oilfield Site Restoration Program [LAC 43:XI.Subpart 2] as well as the Underwater Obstruction Removal Program [LAC 43:I.Subpart 2].

  Employees are eligible for flexible work schedules upon hire and up to two (2) days of telework after six (6) months.

  LOCATION AND POSITION:

  This full-time Mineral Production Specialist located in the Engineering-Regulatory Division within the Office of Conservation in Monroe, LA. The duties include, but are not limited to the following:

  Process Incoming/Outgoing Paperwork, locate well files pertaining to daily mail, examine and analyze required forms such as Completion, Well History, State Potential, and Apparent Deviations to ascertain accuracy of forms before submitting to the District Manager.

  Return files to proper location, and prepare outgoing mail of processed forms to Baton Rouge and operators as necessary.

  Process Amend Operators form by confirming all wells on a lease are included per Conservation policy, access fees, and bill operators accordingly, then present forms to District Manager for approval and turn approved Amendments to Baton Rouge.

  Documents information in the agency system and contacts the entity to resolve discrepancies as related to the type of application and/or report.

  Assist Industry & the Public - Provide technical assistance and inform the public of regulations and general policies pertaining to the oil and gas industry.

  Contact oil and gas operators to receive data relative to all aspects of the oil and gas industry.

  Work closely with Production Audit Section on Emergency Clearances and 90-Day Test Allowables. Calculate and assign crude oil and natural gas allowables for all producing oil and natural gas wells in the Monroe District.

  Serve as Primary Time Keeper and Safety Officer for District Office.

  Serve as Safety Officer: Ensures DNR Safety Policies are followed. Develops and presents safety topics at required quarterly safety meetings. Recognizes and mitigates arising safety issues.

  Prepare statistical reports utilizing Conservation Enforcement Agents' documents.

  Prepare record of monies, checks and cash, collected daily from application fees, copy money, etc. in Department of Natural Resources Accounts Receivable system.

  Prepares all records, secures necessary signatures, and archives same as required by policy for audit purposes. Conduct our annual audit with auditor.

  Reviews routine applications and reports in order to determine compliance with statutory regulations of the permitting, drilling, completing, testing, and plugging and abandonment of oil and gas wells.

  Reviews error messages generated by agency systems related to coding, production, opening/closing stocks, acquisition and disposition of oil, gas and other hydrocarbons.

  Documents information in the agency system and contacts the entity to resolve discrepancies as related to the type of application and/or report. May confer with agency personnel as appropriate.

  Prepares monthly activity reports of oil, gas, and condensate production, including the number of producing wells and gas disposition by category.

  Develops and maintains suspense files on all compliance orders issued to industry entities to track whether violations have been corrected by the compliance deadline. Notifies agency personnel as needed.

  Evaluates applications submitted by petroleum industry entities to ensure that applicable regulatory fee(s) as required by law are submitted. Maintains and updates reports of applications processed for budget/performance indicator requirements.

  Performs reviews of forms using schematics to ensure that all work was performed in accordance with procedures as authorized by the agency.

  Qualifications

  MINIMUM QUALIFICATIONS:

  A baccalaureate degree.

  SUBSTITUTIONS:

  Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

  Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

  A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

  30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

  60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

  90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

  120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

  College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience tosubstitute for the baccalaureate degree.

  Any college hours or degree must be from an accredited college or university.
