Purpose
Responsible for compliance programs and activities related to water and wastewater quality in Liberty systems in Missouri, Arkansas, and Illinois. This person develops, proposes, implements, and monitors Company policy and programs related to water and wastewater quality for compliance with all drinking water regulations, wastewater regulations, as consistent with best industry practices. Liaisons with other water and wastewater utilities, agencies, and professional organizations to support the Company goals and procedures.
Accountabilities
• Assumes primary responsibility for, and actively directs, all aspects of water and wastewater quality monitoring, testing and compliance; this includes working with the Operation Managers, supervisors and operations personnel to plan, schedule, and implement water/wastewater quality testing to meet all permit-related, state, federal, and Company requirements.
• Assumes primary responsibility for ensuring Company compliance with all Clean Water Act and National Primary Drinking Water Regulations and related state regulations pertaining to potable water and wastewater.
• Assumes primary responsibility for accurate and timely submission of all monthly, quarterly, annual, triennial, and other reports to appropriate regulatory agencies.
• Tracks all developing water- and wastewater quality- related regulatory activities on the state and federal level; analyzes and prepares Company response to such by preparing written comments or presenting oral testimony, as needed; and prepares Company to comply with new regulations through compliance plan development and timely implementation.
• Acts as primary compliance liaison to federal, state, and local regulatory agencies, and participates in regulatory agency field inspections, including sanitary surveys.
• Acts as primary compliance liaison to contract laboratories.
• Plans and implements annual compliance monitoring needs and schedules and develops lab budgets.
• Prepares the annual Consumer Confidence Reports.
• Analyzes competence and product of contract laboratories and makes recommendations to Sr. Manager, Water Quality regarding value received, and cost-effective options should service become unacceptable.
• Works closely with the Operations and Engineering Departments to ensure capital projects comply with Water Works Standards, Cross-Connection Control requirements, and any applicable AWWA and/or state standards.
• Tracks scientific, analytical, monitoring, sensing, and treatment advances to help the Company respond to water and wastewater compliance challenges.
• Participates as a Company representative at meetings held by local, state, and federal regulatory agencies and professional associations.
• Aids the Operation Managers in budget process and rate-making activities relating to water and wastewater quality compliance.
• Trends treatment and distribution activity and data to ensure efficient and effective operations that are protective of the consumer and the Company.
• Serves as the liaison with legal counsel and consultants.
• Represents the Company at various industry groups.
• Drives Company vehicles.
• Travels occasionally.
• Complies with all safety policies, practices, and procedures. Reports all unsafe activities to the supervisor, Manager of Safety Services, and/or Human Resources.
• Performs various other duties as may be assigned by designated staff.
Education and Experience
• Must have a Bachelor's of Science Degree in Chemistry or a closely related field from an accredited four-year college or university. A Master’s Degree (MBA) is preferred.
• Possess a minimum of a Water Treatment Plant or a Distribution Operator Certificate issued by the State.
• Required to have seven years of progressively responsible water utility experience with at least three years in a supervisory role.
• Multi-location experience is preferred.
• Possess a working knowledge of federal and state potable and wastewater quality regulations including analytical and reporting requirements.
• Must have experience in water system supply and operations.
• Be able to recognize and assess potential risks to the Company. Be able to act promptly in emergency situations.
• Be able to prepare written technical reports.
• Have experience in budget preparation and expenditure control.
• Be able to deliver exceptional and first-rate leadership, organizational, and project management skills, and management of competing priorities. Able to lead and manage others, direct, train, and oversee others in performing related tasks.
• Be a strategic thinker with strong analytical skills as well as business acumen.
• Possess effective interpersonal skills and be able to work with people at all levels of the organization. Must be able to establish and maintain effective working relationships.
• Be able to work independently and function in a team environment.
• Maintain effective written and verbal communication skills to communicate in English with others including internal and external customers under normal and adverse conditions. Must have effective public speaking abilities.
• Be proficient with internet and standard PC software applications (e.g. spreadsheets, word processors, email) and other computer-based tools. Experience with Microsoft is preferred.
• Be able to exercise independent judgment, discretion, professionalism, and tact in all areas of work including matters of a sensitive and/or confidential manner.
• Be willing and able to attend meetings and conferences, and pursue continued education to stay current with changing laws and regulations.
• Be able to travel occasionally.
• Be able to drive Company vehicles and possess a valid Class C driver’s license and an acceptable driving record.
PHYSICAL REQUIREMENTS:
• Vision and hearing correctable to enable understanding of instructions and performance of job duties.
• Ability to communicate effectively and professionally in English, both orally and in writing.
• Sufficient physical dexterity to walk, drive, lift, carry, stoop, bend, push, pull, and climb stairs.
• Ability to handle (lift, carry, operate, etc.) materials and equipment necessary for the job.*
