We are seeking a
visionary and strategic professional to spearhead the design, delivery, and
implementation of OUC's technical training program across our operations
departments.
In this role, you will
lead training gap analysis and curriculum development, identify learner success
metrics, and create and implement assessment tools. You will also be
responsible for establishing and securing buy-in for the roadmap and associated
goals, ensuring the delivery of training programs aligns with stakeholder key
performance indicators (KPIs).

The ideal candidate will have:
Bachelor's Degree in Business, Instructional Design, Education, Organizational Development, Industrial/Organizational Psychology, Training, Adult Education or related field from an accredited college or university.
Minimum seven (7) years of experience with technical training curriculum and program development, traditional and modern training methods, and translating training needs analysis and program assessments in utility, construction, transportation, aviation, energy industry or similar field into a strategic vision;
Minimum five (5) years of formal supervisory/management experience leading and developing teams (required);
Above to include at least one (1) year experience with hands-on field work in technical disciplines within the energy, manufacturing, construction or related industries (required);
Experience with performing analytics to assess training efficiency, reporting and presentation to leadership at all levels (preferred);
Program budget forecasting and management, vendor management and contract management experience (required);
Experience utilizing Artificial Intelligence, Machine Learning or Augmented Reality in training design and training authoring tools (e.g. Adobe, Captivate, Camtasia) (preferred);
Extensive experience in collaborating with and influencing professionals at all seniority levels within craft-based industries to successfully execute and implement strategic training plans (preferred);
Technical training related certifications (CompTIA CTT+) (preferred);
Learning & Development professional training certification (preferred);
Valid Driver’s License (required).

Salary Range: $110,271.85 -
$137,839.23 yearly (Based upon experience)

Job Purpose:
Leads the design and delivery of safe work practices and technical training for OUC’s operations departments. Develops and implements the strategy for the department and oversees the design and execution of the technical training program portfolio. Leads training gap analysis and curriculum development, identifies learner success metrics, and creates and implements assessment tools. Establishes the roadmap and supporting goals for the delivery of training programs in alignment with stakeholder key performance indicators (KPIs).
Primary Functions:
Develop and implement the strategy for training solutions, programs and curriculum design;
Provide leadership, coaching and development for the technical training team;
Partner with internal stakeholders such as electric & water production, distribution, transmission, power production, construction and maintenance departments to conduct needs analyses for business unit training programs;
Create, administer and track metrics for ROI and program effectiveness;
Lead the strategy for content creation and employee performance assessments and identify opportunities or gaps in training effectiveness, offerings and delivery;
Design and implement classroom and field-based training via multiple modes of instruction;
Utilize skill assessment tools to support the continuing education, progression and engagement of the field-based workforce;
Ensure training aligns with business unit and corporate requirements and KPIs;
Research and remain current on industry trends and data-informed best practices and identify mechanisms to deploy them into the training curricula;
Create a knowledge repository on industry best practices and training methodologies to support the development of the technical training team.
Identify and deploy leading-edge training technologies that fit the needs of the organization;
Develop and implement strategy for field observations and assessments; create feedback mechanisms to improve the employee experience;
Develop and manage the technical training budget and related expenses;
Manage vendor contracts and relationships and develop partnerships with external stakeholders and other educational providers;
Understand and adhere to compliance requirements that may include laws, regulations, security guidelines, OUC’s policies, and procedures;
Perform other duties as required or assigned.
Technical Requirements:
Working knowledge of all, but not limited to the following:
Engineering drawings, construction standards manual, materials standards manual; and safe work practices;
Training records/transcripts, modules (i.e. electronic and/or paper), and materials (i.e. handouts, learning objectives, tests, evaluations);
Learning Management System and related training technologies (e.g. Cornerstone OnDemand);
Adult learning and training methodologies and practices;
Related industry, organizational and departmental regulatory guidelines, best practices, and procedures;
Familiarity with all, but not limited to the following:
Performing training needs assessments and strategic alignments;
Traditional and modern training methods (mentoring, coaching, on-the-job or in- classroom training, e-learning, workshops, simulations etc)
Effective and respectful interpersonal, oral, and written communication skills;
Leadership skills to manage a team and develop students to their full potential;
Demonstrated ability to provide coaching or job development support to employees;
Ability to design cost effective training programs from concept through implementation and assess;
Must be able to make technical or complex topics interesting and engaging;
Ability to maintain rapport with participants providing a positive influence;
Ability to effectively prepare and deliver presentations and learning material to a variety of audiences;
Ability to apply business acumen to lead projects and initiatives;
Ability to manage a budget and contracts;
Ability to make arithmetic computations using whole numbers, fractions and decimals, and compute rates, ratios, and percentages;
Ability to use Microsoft Office Suite (Word, Excel, Outlook, etc.) and standard office equipment (telephone, computer, copier, etc.).

Working Conditions:
This job is performed in an office environment and outside training facilities and /or field work environment. This job involves frequent travel between OUC facilities and throughout the OUC service territory as part of providing training services.
Physical Requirements:
This job includes very frequent speaking/ hearing, writing/ typing, and detailed inspection. This job requires frequent standing, walking, sitting, and bending. There may be occasional climbing, kneeling, reaching over head, and lifting up to fifty (50) lbs. Also, this job includes very frequent driving of a company vehicle.
