Minimum Qualifications Education Level required: Bachelor’s Degree in Accounting, Finance or related field.Relevant experience required: 5-7 years’ proven experience in busy accounting/analytical environment, Government or non-profit experience preferred.Knowledge required: Proficient in Microsoft Excel, Outlook and Word (Power point a plus); Superior analytical and problem-solving skills; Excellent written and oral communication skills; Skilled in accounting software systems, PeopleSoft experience a plus; and Knowledge of accounting principles and practices.
Duties Description Applicants MUST submit a cover letter with resume to be considered.Position expected to work onsite and hybrid consistent with New York State.BASIC FUNCTION: Responsible for processing and recording transactions for ESD’S economic development programs which includes initiating and tracking draw requests of New York State budget appropriations, communicating, and interacting with staff at the New York State Division of the Budget (“DOB”) and the Office of the State Comptroller (“OSC”), preparing monthly journal entries, account analyses, quarterly and annual schedules in support of ESD’s financial statements and other key management reports.WORK PERFORMED:• Enter payment request information into the New York State Statewide Financial System to initiate drawdowns of economic development program funds appropriated in the New York State fiscal year budgets;• Work with ESD departments to provide supporting information requested by the OSC audit team related to drawdown requests; • Liaise regularly with staff at DOB, OSC and all ESD departments including, but not limited to, Loans & Grants and Regional Offices; • Track appropriation balances and prepare reports as requested by DOB, OSC and ESD management; • Monitor the transfer of funds when payments are received from OSC and record receipt of funds into ESD’s PeopleSoft Financial Management System; • Maintain supporting schedules to facilitate funding requests provided to DOB; • Prepare journal entries to record all economic development program activity; • Analyze and reconcile all economic development grant and loan income and expense accounts; • Maintain reconciliations of expense and cash activities for special economic development programs and initiatives;. • Assist in the oversight of cash receipts deposits; • Serve as back-up to the Senior Accountant; andPerform tasks, analyses, and projects as assigned
