Overview
The Business Services Directorate (BSD) delivers essential financial, contractual, and project management capabilities to Pacific Northwest National Laboratory (PNNL) that are required as part of our management and operations contract to operate PNNL on behalf of the Department of Energy (DOE).
Our BSD purpose in delivering these capabilities is to provide efficient, effective, and compliant business services in order to increase the scientific impact of PNNL.
Responsibilities
The Manager 2 - Project Lifecycle position supervises up to 12 professional project management and project controls staff assigned to the Project Lifecycle Division (PLD) Team; trains, coaches, and/or mentors staff in project management and project controls requirements, processes, and systems; develops new business opportunities; provides strategic guidance internally and externally to assist line and project managers and Project Management Office Directors in meeting their organizational and programmatic objectives; and provides organizational leadership to PLD.
They are responsible for enabling the expert delivery processes, systems and tools from project inception through closeout. Provides leadership in establishing a directorate-wide project culture that encourages appropriate use and application of project management systems. Establishes project-based expectations to enable management systems. Engages management to establish strategies for requirements implementation that appropriately balance risks and project execution efficiency. Serves as the PLD POC for the assigned research directorates to vet requirements that impact project/expert delivery and overall performance. Assesses performance of the project implementation of project-based systems, in accordance with Laboratory-level expectations and requirements.
They are also responsible for developing and maintaining the Project Controls capability that serves project managers and Project Management Office strategies and supports the achievement of Laboratory strategic objectives. Manages large, high-risk, complex, or interdisciplinary projects through the application of project control methods to deliver project scope, on schedule, and within budget. Contributes to directorate-wide compatibility in project controls principles by actively promoting the use of standardized project controls procedures and applications and by recommending improvements. Strives to make project controls systems (including components such as cost, schedule, budget, milestones, and change control) efficient, effective, and responsive.
They develop and maintain project budgets, forecasts and cash flows for projects. Prepare estimates and support budget forecasts, monitors and analyzes performance, prepare project change orders ans sets up cost monitoring and reporting systems and procedures.
They also provide overall project schedule development, monitoring, progress measurement and change order management for projects. Monitor, review and analyze project work schedules to identify resource gaps and equipment deficiencies and submits periodic project status reports to management. Work to ensure awareness of the overall project schedule and maintains schedule integration. Identify schedule delays resulting from unanticipated events/risks and resource issues, determines their effects on the project schedule and incorporates mitigation plans.
Qualifications
Minimum Qualifications:
BS/BA and 8 years work experience -OR-
MS/MA or higher and 6 years of experience
Preferred Qualifications:
Typical related management experience should include, initiating, planning, executing, controlling, and closing processes.
Experience in supervising staff and evaluating performance.
Project Management Institute (PMI) Project Management Professional Certification, and Association for the Advancement of Cost Engineering International (AACEI) Earned Value Professional certification.
Understanding and familiarity with the Energy and Environment Directorate’s organization, strategy, project management offices and sectors.

Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.
Drug Testing: All Security Clearance (L or Q) positions will be considered by the Department of Energy to be Testing Designated Positions which means that they are subject to applicant, random, and for cause drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.

To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
