  Summary The Management and Program Analyst (Liaison/Coordinator) is organizationally aligned under Compensation Service and reports to the Benefits Executive Committee (BEC) Chair, and Senior Executive Leadership though the Senior Principal Advisor. Responsibilities Specific duties include: Serves as the operational assistant on external partnerships, policy and procedures, correspondence management and administrative operations. Formulates and promulgates policies, rules, regulations, plan, procedures, guidance, and instructions necessary to implement and maintain effective external liaison operations. Champions the use of innovative quality improvement techniques appropriate to the agency's mission and culture. Create, establish and/or prescribe general principals, plans and/or courses of action related to Compensation Service and VBA's internal partnerships, along with external DoD partnerships for key initiatives and projects. Analyzes management techniques, processes and styles for improving organizational effectiveness through liaison coordination activities. Analyzes agency-wide programs, functions and organizations to determine whether current management systems efficiently accomplish objectives sought and whether they provide controls necessary for sound management. Conducts, plans and organizes the completion of special or confidential projects, and/or management-directed studies. Ensures that resources brought to bear on assigned issues and problems are sufficient to formulate timely and effective solutions. Gathers information necessary to facilitate decision-making by Senior Leadership. Represents VBA and Compensation Service on interpretation of policy, in serious public relations issues, and in reconciling conflicting interpretations and differences among program offices and activities aligned to the BEC. The incumbent assists top management officials in arriving at acceptable conclusions, and/or defends the VBA position on matters discussed. Serves as the focal point of contact of designed matters relative to program management, administration, and coordination. Participates in all phases of organizational and management activities significant to Compensation Service, VBA and BEC. Participates in senior-level management meetings to aid in the development of policy and program initiatives, as well as to resolve programmatic or problematic issues. Serves as the liaison with VBA business lines and coordinates close cooperation in the resolution of resources and/or other program and management problems. Keeps senior leadership apprised of the organizational climate, identifies problems either actual or anticipates, communicates with external partners involved and provides other consultative assistance. Ability to establish effective working relationships within and outside of the office and agency to build strong interpersonal and collaboration skills and maintain positive working relationships with a wide range of internal and external customers. Uses expert skill in creating, organizing and editing a variety of documents to ensure they are technically sound and grammatically correct, and are appropriate for the intended audience. Communicates with internal and external customers in a courteous, tactful and helpful manner. Interacts in a businesslike and courteous manner with others to facilitate the accomplishment of work. Demonstrates the ability to adjust to change, handle difference of opinion in a harmonious fashion, and follow instructions conscientiously. Performs other duties as assigned. Financial Disclosure Report: Not Required Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement:02/01/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position(s), and that is typically IN OR RELATED TO the work of the position to be filled. The applicant must document knowledge of a complex field of laws, regulations and Federal legislation pertaining to the full range of the disability compensation program, both orally and in writing, to individuals of all educational backgrounds. For GS-14: One year of specialized experience equivalent to at least the GS-13 level that demonstrates knowledge of the methods, policies and procedures for providing or performing a variety of support functions and services for a large organization or Federal agency. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: Work is primarily sedentary but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to use these tools is required. Occasional standing, bending, walking, and stooping are also necessary. Some slight physical effort is required in that the incumbent lifts and carries reference books, files and similar items. No special physical demands are required. Education There is no education substitution for the GS-14 grade level. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.
