These are non-bargaining unit positions. Responsibilities As a Management and Program Analyst, at GS-12 you will perform the following duties: Assisting in implementing, coordinating, and/or overseeing a variety of management programs impacting organizational activities. Planning, conducting, or participating in special studies on talk forces, providing assistance to headquarters and field offices. Coordinating activities of sub office support staff advising and providing analytical support on problem definitions, planning methodologies, policies, and procedures. Serving as a focal point for issues affecting and impacting the mission of headquarters and field offices. Developing, recommending, and evaluating policies in assigned areas of responsibility. You qualify for the GS-11 grade level if you possess one (1) year of specialized experience at the GS-09 grade level or equivalent performing duties such as: Experience: One (1) year of specialized experience at the GS-09 grade level or equivalent performing duties such as: - Conducting studies of administrative work processes to identify, analyze and recommend solutions to problems to supervisors; - Using qualitative and quantitative analytical techniques such as literature searches to analyze policies; - Assisting in liaison functions with other organizations, including effectively presenting the organization needs and establishing harmonious working relations with counterparts; AND - Assisting in the planning of special studies. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You qualify for the GS-12 grade level if you possess one (1) year of specialized experience at the GS-11 grade level or equivalent performing duties such as: Experience: One (1) year of specialized experience at the GS-11 grade level or equivalent performing duties such as: - Planning and conducting special studies on task forces; - Recommending and evaluating policies providing guidance and advice to managers; - Providing technical assistance and support to managing staff in matters relating to the application of planning systems and management programs; AND - Developing, implementing, and monitoring management information systems focusing on long and short-range plans for policies and programs. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
