About Management and Program Analyst

  Summary This position is located in the Field Operations Directorate, Headquarters, Chief of Staff Division. As an Management and Program Analyst, you will implement, coordinate, analyze and perform a variety of highly complex analytical and evaluative prepare and provide briefings and presentations to support FOD mission. Responsibilities Senior Analyst responsible for providing expert technical support and guidance to FOD HQ and field management on variety of matters relating to the application of personnel and policy requirements. Serves as an subject matter expert in areas such as recruitment and staffing, position management, Webta, compensation, labor and relations and performance management. Provides technical support and analytical assistance with the collection, analyses and interpretation of large amounts of data from various data sources. Creates statistical reports and supporting narratives for presentation to senior leadership. Performs management studies and analyses of system related to processing of personnel action request and other FOD business process. Coordinates the circulation of best practices to ensure highest level of quality and consistency in delivering accurate personnel and human resource administration work. This position IS NOT considered "essential" for purposes of reporting to work when the facility might otherwise be closed. Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas. Probationary Period: You may be required to serve a probationary period of 1 year. Qualifications The qualifications for this position must be met by 11:59 PM (Eastern Time) on 01/29/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 01/29/2024. GS-13: To qualify at the GS-13 level you must possess one (1) year of specialized experience, equivalent to at least the GS-12 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Independently creates, develops and contributes to reports, and presentations of personnel management; Resolves and advises stakeholders that are faced with complex problems and issues that typically require wide range analysis; Coordinate the circulation of best practices to ensure highest level of quality and consistency in delivering accurate personnel and human resource administration work. Volunteer work helps build criteria competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer service. Please provide the dates and amount of time/hours worked earning this experience. Education EDUCATIONAL SUBSTITUTION: There is no educational substitution at this grade level.
