Meets with managers and executives within the Service to define the overall goals and objectives of the project. Prepares action plans and schedules for various phases of project accomplishment, both short and long-range; ensures that plans are consistent with Service goals, schedules, and policies. Prepares recommendation for resource requirements to accomplish the project; negotiates with managers of various components of the Service to obtain needed resources and support. Establishes a system to review, control, and report on project status. Plans, coordinates, and establishes operating methods and procedures for accomplishment of project mission; as needed, directs the development and accomplishment of employee training relating to the project. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE:GS-13 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: experience with a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative; experience with management and organizational principles to apply to programs, projects and studies concerning the efficiency and effectiveness of operations and means to improve them. Experience in project management and organizational knowledge to evaluate complex projects and studies and the ability to identify problem areas, trends, deficiencies, or other similar factors affecting operations. Your experience must include budgeting methods and techniques to prepare analyses and estimates; oral communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
