The Director of Public Safety provides leadership, direction and guidance to the Dakota County Technical College and Inver Hills Community College public safety strategic goals and objectives by providing safe, reliable, cost effective and customer friendly service to the college community. Public Safety Department functions include emergency preparedness, security, and occupational health and safety.
The Director maintains positive student and employee relations ensuring equity, resiliency and opportunity for all employees; monitors performance standards and staff development; directs strategic planning initiatives related to Public Safety operations; and ensures college community is prepared to respond to emergencies.
Minimum Qualifications
Associate’s degree in Emergency Management, Law Enforcement or related field or equivalent combination of education and experience.
Two (2) years of experience providing work direction to security and/or emergency management staff.
Three (3) years professional experience in risk management, business operations continuity planning, security/law enforcement operations, emergency management, or related area.
Oral and written communication skills sufficient to develop and present training on security and/or emergency management issues/policy/practices, develop and write policies and procedures, programs and reports, interview witnesses, victims, suspects, and defuse conflicts and violent situations.
Computer skills sufficient to use general office application/productivity software (e.g. computer operating system, e-mail, word-processing, maintain security web pages, calendars/scheduling, presentation graphics, internet browser and search software.)
Ability to provide emergency on-call status.
Preferred Qualifications
Bachelor’s degree in Emergency Management, Law Enforcement or related field or equivalent combination of education, experience or certifications such as Certified First Responder, Certified Protection Professional (CPP), Certified Emergency Manager (CEM) or Minnesota Certified Emergency Manager.
Five (5) years of progressively responsible experience in emergency preparedness, security, or occupational health and safety to include two (2) years of supervisory/lead experience.
Previous work experience in higher education to include experience implementing Clery Act requirements.
Skilled in dealing with conflict and respond to stressful situations in a calm, effective manner. Able to communicate with tact, courtesy and professionalism.
Intermediate skill in Microsoft Office Suite; commonly used software for spreadsheets, statistics, and word processing at an intermediate level.
Ability to translate broad agency goals into specific program objectives and action plans.
Demonstrates an ability to achieve results and add value to the organization by implementing appropriate strategies and assuming responsibility for results.
Knowledge and expertise in progressive management practices including budgeting, planning, leadership, and labor/management relations.
Ability to enforce established policies and procedures.
Problem analysis and resolution skills.
Knowledge of Right to Know, Occupation Safety (OSHA), hazardous materials and waste safety procedures.
Knowledge of Data Privacy Act and Family Educational Rights and Privacy Act (FERPA).
Physical Requirements
Physically capable to respond to emergency situations.
Ability to walk campus grounds, reach upward, climb ladders, climb stairs, and move heavy objects up to 50 pounds.
Additional Requirements
Ability to complete certification in ICS 100, ICS 200 and ICS 700 Incident Command courses within 6 months
Must have a valid Minnesota State Driver’s License
