Summary This position is located at Departmental Offices, The Office of Terrorism and Financial Intelligence. As a Management Analyst, you will serve as the TFI authority on the analysis of the areas of management operations, financial operating plans, and strategic planning and performance management that directly pertain to the resources required within TFI and its five components. Responsibilities As a Management Analyst, you will: - Work closely with TFI leadership and management staff to translate goals and objectives into specific administrative and management policy and programs. - Develop narrative justifications for budget and funding requests that are needed to support TFI's national security programs. - Oversee TFI Front Office procurement compliance with appropriations law activities to ensure the appropriate level of financial oversight. - Lead TFI's efforts to develop appropriate operational metrics and track the results. - Advise and assist TFI leadership, managers, and employees on the general principles, standards, practices, and functions of operational planning. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes performing management analyst work by examining office processes and making recommendations and analyzing the effectiveness, efficiency, and productivity of substantive programs and work operations. Examples may include: -Developing and analyzing budget/financial, personnel and material resource allocation and distribution for budget submissions; -Reviewing and prioritizing budget requirements to ensure an organizations needs are sustainable; -Developing and analyzing human resources process; -Conducting resource planning and programming analysis; -Preparing executive-level reports and briefings regarding planning and programming strategies; -Monitoring budgetary funds allocation on behalf of management. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
