  This is a full-time position located in Augusta and allows for partial telework with management approval.

  Core Responsibilities:

  As the MaineCare Accounting Analyst, you will:

  Monitor cash and funding activity levels, formulate cash flow projections and ensure funding is available to meet program expenditures

  Prepare necessary documentation to align funding as it necessitates

  Prepare annual budgets and estimated weekly spending

  Create analysis and request federal funding for MaineCare

  Ensure that State and Federal financial reporting, accounting and budgeting requirements for the MaineCare programs are fully met

  Frequently interact with State and Federal financial authorities and senior governmental leaders

  Promote a team environment that will work together to provide DHHS with program financial information for planning and decision-making purposes

  Minimum Qualifications:

  In order to qualify, you must have a six (6) year combination of education and/or experience which includes a Degree in Business Administration or closely related field -AND- two (2) years of responsible experience in accounting, cost, budget and/or financial analysis in Medicaid or a related field. Directly related professional experience may be substituted for education on a year-for-year basis.

  Preference will be extended to candidates with professional certification as a CPA, CIA, CGFM or equivalent -OR- an advanced degree in a related field such as an MBA.

  The background of well-qualified candidates will demonstrate some of the following competencies:

  A thorough knowledge of GAAP/GASB evidenced through proactive work experience and/or formal education (please list courses or provide transcripts).

  Experience in accounting, and operational management.

  A proven ability to identify, enhance and implement process improvements.

  Agency information:

  The DHHS Financial Service Center is responsible for program accounting, cash management and revenue/expenditure control for the entire Department of Health and Human Services (DHHS). The Service Center provides budget and fiscal analysis for many complex areas within DHHS including TANF (i.e., Temporary Assistance for Needy Families) and MaineCare (formerly Medicaid). The Service Center works collaboratively with senior leadership at State agencies, providing consultative financial and accounting services. Areas of fiscal expertise include compliance with State and Federal laws and regulations, statewide budgetary policy, budget development and monitoring, application of generally accepted accounting and financial practices, grant management, financial analysis, cash management, accounting and financial processing, and legislative support.

  Retirement Plan – The State of Maine contributes 17.96 % of pay to the Maine Public Employees Retirement System (MainePERS), on behalf of the employee.

  Gym Membership Reimbursement – Improve overall health with regular exercise and receive up to $40 per month to offset this expense.

  Health and Dependent Care Flexible Spending Accounts – Set aside money pre-tax to help pay for out-of-pocket health care expenses and/or daycare expenses.
