Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a GS-0346-09 LOGISTICS MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D1178000 in SPMD 2242 and is part of the MO HHD 175th Military Police Battalion. APPOINTMENT FACTORS: This is an Indefinite/Permanent (may retain current tenure if on-board) Excepted Service position This is a bargaining position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW. Responsibilities Develops, implements and evaluates the logistics and property accountability policies for the organization. Oversees and reviews unit level feeder reports. Analyzes and/or prepares the logistics and equipment readiness areas of the organizational readiness report. Reviews, analyzes, and provides recommendations relative to current and future MTOE and/or force structure changes to determine the impact on organizational equipment authorizations. Develops and implements tactical standard operating procedures for logistics. Maintains property book accountability utilizing an automated system and related computer programs to account for property. Assures that all authorized non-expendable property is on hand or has been requisitioned to assist in maintaining the highest level of readiness for the organization. Coordinates the assignment and transfer of equipment assets to enhance mobilization readiness. Ensures compliance with the command supply discipline program, command maintenance discipline program, and other directed command inspection programs. Directs the priority of maintenance support to unit equipment. Provides written procedures and coordinates change of command inventories. Coordinates with the state level headquarters and subordinate units of the organization on the lateral transfer and/or turn in of excess property. Reviews expendable and durable property backorder reconciliations. Establishes quality procedures and oversees the edit of all property management source documentation. Reviews and analyzes listings and reports produced by the automated system, resolves problems on error listings, and provides guidance to personnel assigned to the Property Book Section and subordinate organizations. Provides guidance and funds management for all decentralized logistics funds. Provides technical guidance and assistance to all organizational logistic personnel pertaining to the accountability of all property assigned to the organization. Performs other duties as assigned. Requirements Conditions of Employment Qualifications MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Maximum Military Grade: CW4 (W-4) Minimum Military Grade: WO1 (W-1) or Warrant Officer Candidate Certificate Holder Warrant Officer - MOS 011A, 882A, 890A, 913A, 914A, 915A, 920A, 920B, 922A, or 923A Supervisor must verify that selected individual occupies a compatible military position. Title 32 National Guard employees will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Must possess experience, education, or training involving judgment and/or analytical ability in the logistics field; and experience using computer and automation systems. GS-09 SPECIALIZED EXPERIENCE: Must possess 24 months of specialized experience that provided you with detailed knowledge of logistics systems, principles, concepts and methodologies that demonstrates your ability to develop, implement and evaluate logistics and property accountability; and maintain property book accountability utilizing an automated system and related computer programs to account for property. The specialized experience must also demonstrate your ability to integrate actions of a variety of specialized support activities in order to meet program goals; interpret and apply regulations, laws or practices; and plan and organize work assignments.
