Summary This National Guard position is for a LOGISTICS MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D0258000 and is part of the NC 139th REG, National Guard (139th Regiment NC-RTI / MD 1820-003). Responsibilities As a LOGISTICS MANAGEMENT SPECIALIST (TITLE 32), GS-0346-11, you will function as the logistics manager of the organization and be responsible for oversight of property accountability functions; develop, implement and evaluate the logistics and property accountability plans and policies; serve as the subject matter expert for the command in the area of logistics; provide oversight to property book operations; communicate and coordinate with proponent agencies with recommendations for improvement and implementation of new equipment/concepts to the authorization document; plan and coordinate the establishment and operation of the Administrative and Logistics Operations Center (ALOC); develop, coordinate, and implement tactical standard operating procedures for logistics; plan; develop, and implement actions/procedures for subordinate organizations in preparation for the transfer of all or part of accountable property for deployment; develop and coordinate the home station logistic support plans; research, develop, and implement logistic support plans for natural disasters, homeland security/defense missions; develop and coordinate the execution of the command supply discipline program, command maintenance discipline program; plan and coordinate periodic inspections, inventories and change of hand receipt accounts; develop written procedures and coordinates change of command inventories; direct the establishment of hand receipt files for each element and maintains accountability by the use of hand receipt listings; account for funds used to requisition non-expendable property; coordinate the assignment and transfer of equipment assets to enhance mobilization readiness; account for ammunition for the purpose of force protection or ceremonial activities; coordinate the processing of backorder reconciliations and equipment status profiles; establish administrative procedures and oversee the flow of subordinate/command documents and reports through the Property Book Office; serve as the senior approving official for government purchase card program; provide technical guidance and assistance to all organizational logistic personnel pertaining to logistics and property management; plan, organize and assign work to subordinates; serve as primary point of contact for the conduct of new material information briefings; plan and direct the issuance of the new equipment to the subordinate organizations; coordinate logistical support for community activities; coordinate with civic officials, club officers and school officials for such things as recruiting activities, community support projects, natural disaster or civil disturbance planning, and the use of facilities for training. Requirements Conditions of Employment Qualifications Military Grades: Warrant Officer (CW2 to CW4) or Officer (CAPT to MAJ) Minimum Requirements: Experience, education or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices.
