I. Position Summary
This position description has been prepared to assist in evaluating duties, responsibilities,
and skills of the position. It is not intended as a complete list of specific responsibilities and
duties, nor is it intended to limit duties to those listed.
This position is responsible for directing the overall operation of the nursing home within
the policies established by the Board of Trustees or other appropriate governing body to
assure that the highest degree of quality resident care is maintained at all times. Employee
is also responsible for interpretation and application of State, Federal, and local regulations
as they may apply to the services provided. Employee often acts independently and makes
complex and involved decisions.
II. Essential Duties and Responsibilities
• Plans, develops, and administers programs and policies for resident care and overall
facility operation that reflect the goals and objectives of Vernon Manor and Vernon
Acres.
• Assists in development and formulation of facility policies and procedures with the
approval of the Board of Trustees.
• Directs the fiscal management of the facility, appropriates funds, supervises purchases,
and prepares budget requests.
• Reviews policies and procedures to assure compliance with current regulations.
• Assures that all facility personnel, residents, visitors, etc., follow established safety
regulations, policies, and procedures.
• Reviews accident/incident reports and establishes an effective accident prevention
program.
• Participates in interviews & training, supervises employee hiring, completes
performance evaluations, implements counseling and disciplinary action policies, and
participates in grievance procedures and terminations.
• Assures all residents receive the necessary nursing, medical, and psychosocial services.
• Promotes rapport in and among departments to reinforce teamwork.
• Assists department heads in the development and use of departmental policies and
procedures in accordance with facility, regulatory, and accepted business standards.
Assures all residents receive care in a manner and environment that maintains or
enhances their quality of life without abridging the safety and rights of other residents.
• Assures resident’s rights to confidentiality of information and equitable treatment,
including the right to wage complaints, are well established and maintained at all times.
• Involved in negotiation of contracts to provide services ‘under arrangement’ and
supervises provision of services to ensure they are of acceptable quality and meet the
needs of residents and facility.
• Consults with Department Heads about resident status, census, budget, personnel, and
other relevant issues. Conducts regularly scheduled Department Head meetings.
• Approves staffing plans that assure sufficient numbers of qualified, competent facility
staff to meet direct care needs based on resident census.
• Makes routine inspections of the facility to assure that established policies and
procedures are being implemented and followed and to assure the buildings and
grounds are maintained in good repair.
• Maintains records and prepares reports (both oral and written).
• Reviews and interprets monthly financial statements and provides such information to
the Board of Trustees. Assists in establishment and maintenance of effective accounting
system.
• Delegates authority, responsibility, and accountability to other responsible persons.
• Ensures 24-hour availability as administration resource by providing on-call and
telephone access or designating alternative qualified facility staff members.
• Supervises development of in-service programs for all staff.
• Marekts and improves public relations to attract residents/tenants and staff.
III. Related Job Functions
• Establishes and maintains effective working relationships with the general public, the
medical profession, and other health-related facilities and organizations, County and
governmental officials, and employees.
• Represents Vernon Manor and interprets its programs and procedures to employees,
the general public, other governmental bodies, and other organizations.
• Responsible for working safely and following safety practices and standards.
• Attends staff meetings and training sessions, and participates in workshops, seminars,
etc., to keep abreast of current changes in the health care field.
• Maintains a good public relations program.
• Performs related work as required or directed.
IV. Physical Demands
• 75% -Sits at desk, uses hearing, near vision and fingering for typing, word processing,
computer keyboard or other office machines. 50% - Talks to clients, callers, department
staff. 10% - Moves about the office. 50% -Handles papers and manuals, etc. 10% -
Some time is spent standing and reaching in order to perform filing or other duties, and
lifting files, copy paper and other office materials. 10%-20% Moving about the facility
and traveling to other sites for meetings.
• Involves potential and/or direct exposure to blood or body fluids.
V. Education and Training Requirements
• Bachelor’s degree in healthcare administration or a related course of study; minimum of
three (3) years of experience as Administrator in a comparable facility; or equivalent
combination of education and experience from which comparable knowledge and
abilities can be acquired. Preference for strong fiscal management and experience
working in a skilled nursing facility. Current Wisconsin Nursing Home Administrator
license required. Must successfully pass background check as required by OBRA
regulations.
• Possession of a valid driver’s license and reliable transportation with adequate auto
insurance to meet minimum County requirements, or access to reliable transportation
for city and rural travel.
