  Summary This position is located in the Department of Homeland Security, United States Coast Guard, PACAREA, Thirteenth District (D13), Seattle, WA. Responsibilities The incumbent serves as D13’s lead expert on Coast Guard operations and connectivity under the National Oil and Hazardous Substances Pollution Contingency Plan (NCP) and the National Response Framework (NRF). In this role, the incumbent serves as the link between the district and the regional intergovernmental response community, a deployable response resource coordinator, and a technical advisor to the District Commander on pollution response and preparedness. The incumbent is responsible for integrating Coast Guard plans into and with the regional intergovernmental operating plans in accordance with appropriate guidance and policy. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Articulating and communicating to the DRAT/RRT Coordinator the assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Leading the DRAT/RRT Coordinator in identifying, distributing and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product. Training or arranging for the training of DRAT members in methods and techniques of team building and working in teams to accomplish tasks or projects and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks. This is an Emergency Essential Position. This position is Deployable. The incumbent must be prepared to deploy to an alternate worksite for 30 days or more as a part of the District's Response Team for any contingency covered by this Position Description. The deployment would be at the Direction of the District Commander, or higher Operational authority. Requirements Conditions of Employment Males born after 12/31/1959 must be registered for Selective Service. U.S. Citizenship is required. The position requires a valid state driver's license. This position requires a Secret Security Clearance. Pre-employment Drug Test is required. All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications To Qualify for the GS-14 Grade Level: Applicants must have one year of specialized experience equivalent to at least the GS-13 in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of qualifying specialized experience include: Knowledge of existing Coast Guard missions, programs, and their interrelationship with other Federal, State, and local agencies Skilled in public speaking and mastery of oral and written communication skills necessary to negotiate and resolve emergency management and planning issues in meetings, conduct briefings, lead group conferences, and write reports and letters. Providing authoritative interpretations and guidance to management officials and other specialists at the same and lower levels, in resolving issues involving conflicting emergency management requirements Knowledge of management, administrative, or coordinative techniques and skills sufficient to provide advisory, reviewing, evaluating, educating and/or training, negotiating, or problem-solving services. Utilizing technology to conduct rapid on scene prevention, protection, response mitigation and or recovery, and crisis management concepts as applied to emergency contingency operations. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Education This position does not have a positive education requirement. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three-year service agreement. Receipt of the bonus will require a 12-month service agreement. "Newly appointed" refers to the first appointment (regardless of tenure) as an employee of the Federal Government, an appointment following a break in service of at least 90 days from a previous appointment as an employee of the Federal Government, or, in certain cases, an appointment following a break in service of less than 90 days from a previous appointment as an employee of the Federal Government. Relocation Incentive: Selectee(s) for this position who are current federal employees on permanent appointments who would be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation bonus of 10% of the salary including locality for this position. Receipt of the bonus will require a 12-month service agreement. The employee must establish a residence in the new geographic area prior to payment. All Federal employees are required to have Federal salary payments made by direct deposit.
