Position Description

As a Business Systems Analyst SME (Strategic Performance Management (SPM) Lead), you will review, analyze, and evaluate business systems and user needs and formulate systems to parallel overall business strategies. You will support the Department of the Navy (DON) Process Improvement Office (PIO).

　　In this role, the SPM Lead will work with the GS-15 Government Lead to activate the DON’s approach for measuring and tracking performance in accordance with SECNAV strategic guidance and the DoD Strategic Management Plan (SMP). Additionally, this role supports the DON in annual rep & Annual Performance Plan (APP)), the PIO in managing its stakeholders by serving as a liaison between the DoD to DON, and developing presentation materials. The lead will collaborate and solicit feedback from leadership, stakeholders, and SMEs, and where required identify alternate means for capturing performance (e.g., proxy metrics); along reporting on the progress made against those performance measures and goals outlined in SECNAV strategic guidance and the DoD SMP ,which will come through qualitative analysis of briefs, progress reports, and press releases from Secretariat offices.

　　Must live in the Washington, DC area/ National Capitol Region and work onsite at the Pentagon 2 days per week; remote work 3 days per week.

　　ACTIVE SECRET SECURITY CLEARANCE IS REQUIRED TO BE CONSIDERED FOR THIS POSITION.

　　In this role, you will:

　　Execute expert facilitation and mentorship to support major, complex, enterprise level initiatives in accordance with the Government Standard Practices.

　　Be a recognized expert across multiple areas of expertise and business improvement approaches and shall function at the equivalent of the level.

　　Provide expert advice and guidance to the government lead on how to develop and implement enterprise performance data identification, tracking, modeling, and overall enterprise integration framework.

　　Provides leadership at the highest technical, programmatic, and organizational levels. Business Performance Expert shall advise at the equivalent of very senior level enterprise leadership.

　　Extensive knowledge and experience in data management, data analytics, data modeling, business intelligence, developing metrics and key performance indicators (KPIs).

　　Experience advising senior DoD personnel – to include developing comprehensive white papers and briefs.

　　Demonstrates a high level of analytical experience applying legislation, DOD Instructions, and SECNAV Instructions to complete Sr. leaders’ projects.

　　Write detailed description of user needs, program functions, and steps required to develop or modify computer programs.

　　Demonstrate expertise in a variety of the field's concepts, practices, and procedures. Rely on extensive experience and judgment to plan and accomplish goals.

　　Provide consultation on complex projects and is a top-level contributor/specialist.

　　Qualifications

　　To be successful in this role, you will have:

　　An active Secret clearance.

　　A Bachelor’s degree or 5 years of relative experience in lieu of degree.

　　10+ years of hands-on experience in business systems analysis.

　　Knowledge of the Navy and DON organization.

　　Experience supporting military customers.

　　Ability to produce briefing slides, metric charts, program schedules, and organizational charts.

　　Proficient in SharePoint, MS Teams, MS Office including Word, PowerPoint, & Excel, and Adobe Acrobat Pro.

　　Ability to work onsite at Pentagon 2 days per week; Remote work 3 days per week.

　　Knowledge of “the building” – Experience working in and around the Pentagon; relationships with leaders currently in the Dept. of Navy Secretariat (e.g., ASN FM&C) and/or OPNAV is preferred.

　　Forward looking – Can anticipate future challenges or issues based on direction of the project and proactively craft solutions to mitigate risk to project success.

　　Problem solving – Ability to quickly diagnose a problem, identify the root cause, and then develop innovative solutions.

　　Quick learner – Can digest a large amount of technical information and then distill it into digestible, easy to understand “sound bites” that resonate to a non-technical audience.

　　Desire to research – Ability to quickly digest large amounts of qualitative and quantitative information and then create concise summaries of that information that is easy to understand by a non-technical audience.

　　Collaboration – Ability to work with various workstreams in the office and thoughtfully seek feedback from leadership, stakeholders, and teaming partners.
