DUTIES:
Serve as a SME for rule interpretation, implementation, end to end support for FINRA Rule 613 Customer and Account Information System (CAIS) reporting.
Serve as a SME for rule interpretation, implementation, end to end support for NFRR (Non-Financial Regulatory Reporting) reports: Large Options Positions Report (LOPR), Large Trader Identification (LTID) reporting, etc.
Serve as a SME in mapping the reporting data requirements with enterprise data stores containing Account Reference Data, Client Reference Data, Transaction Data, Instrument Reference Data, Hierarchy Management Data, etc.
Conduct and facilitate working sessions with stakeholders for requirement elicitation, user acceptance testing, joint application development sessions, issue/conflict resolution sessions.
Creates detailed business requirements for functional (e.g., business processes, rules) and non-functional (e.g., data, security) capabilities.
Validates test cases to ensure that scripts will evaluate the business function being performed.
Gathers and interprets information from multiple sources (including databases, interviews, etc.) and makes recommendations.
Provides support for application development teams including documenting business processes.
Translates technical concepts to business audience and business information to a technical audience.
May take a lead role in developing estimates and implementation plans for technical solutions.
Partners with team members to develop project schedules, reports and documentation. May be required to act as project lead on small to medium projects and/or provide direction to others on the team.
Works with User Experience / Design resources to help visualize requirements into prototype.
Assists software quality assurance team in validating test plans and test cases.
Understands and applies principles in risk management, issue tracking and change management.
Performs other duties and responsibilities as assigned.
Qualifications
REQUIREMENTS:
Bachelor’s degree in Computer Science, MIS, or related.
Three (3) years in any occupation in which analysis CAT regulatory experience is gained must include: Analyzing and documenting current state, gathering business/functional requirements using various requirement elicitation techniques, requirements prioritization, and estimation; Managing and tracking requirements throughout its life cycle using requirement traceability matrix and backlog management in Azure; Designing data integration (ETL/ELT) processes and batch processes for robust reporting infrastructure applications; Defining business rules/data mapping/system integrations for reporting applications such as n-Tier Compliance Workbench; Defining roadmap, strategic and tactical approaches for the project team adhering to organizations guidelines and project deliverables; Supporting and escalating various requests from the client or users such as: regulatory audit requests, reporting issues, application outage or connectivity issues, and batch processing issues; Supporting data clean up and remediation efforts to address and minimize the reporting error rates from regulatory bodies such as FINRA and OCC; Facilitating testing efforts with regulatory bodies such as FINRA or OCC to support implementation or changes to new and existing reports; Using data analytics to anticipate and project the health status of various reports to all the stakeholders; SQL, Object Oriented Programming Concepts, Data Analysis, UML, Prototyping, Resource Allocation and Management to support project tasks; MS Office Suite, Oracle SQL Developer, SSMS, SSRS, BMC Control-M, Azure DevOps, and Jira to support projects; Supporting business continuity plans in case crisis by participating in the disaster recovery exercises; and Financial services, Capital Markets, Securities Trade Lifecycle, and Regulatory Reporting.
