The Executive Office of Energy and Environmental Affairs (EOEEA) serves Commonwealth residents interested in outdoor recreational activities, clean energy solutions and those who work with animals and livestock. Equally, EOEEA works with energy consumers, power companies, clean energy providers and farmers to delicately balance the interaction with environmental protection laws and regulations while being a cornerstone for our economic prosperity. Job Opening: The Executive Office of Energy and Environmental Affairs, seeks applicants for a Land Use Planning Manager - Regional Planner IV to perform the following duties: 1) Land Use Planning Program: Manage the Land Use Planning Grant Program to assist municipalities with the implementation of land use regulations that are consistent with Commonwealth land conservation and development objectives including 1) Reduction of land, energy, and natural resource consumption; 2) Provision of sufficient, diverse, and well sited housing, 3) Mitigation of and adaptation to climate change; and 4) Realization a more resilient Commonwealth. Assume primary responsibility for a program that funds about 20 projects and invests an average of $1.2 million annually. 2) Holistic Land Use Plan: Support the Assistant Secretary for Environmental Policy who is slated to lead, on behalf of EEA, an interagency effort to complete a state level land use plan to guide state policies, programs, investments in land conservation and development, and other activities. 3) Smart Growth Smart Energy Toolkit: Procure a vendor and work with a coalition of stakeholders and future Toolkit users to provide a new iteration of EEA’s Toolkit including model bylaws, explanatory materials, and case studies. Promote use of the completed Toolkit to enhance local land use regulations. 4) Transfer of Development Rights (TDR) Program: Lead the effort to promulgate regulations to implement the TDR revolving fund authorized by Chapter 209 of the Acts of 2018. Manage the resulting program to enable projects that concentrate housing and other growth in ideal locations while conserving land. 5) Interagency Coordination: Collaborate, as a representative of EEA, with other state agencies including the Executive Offices of Economic Development, Housing and Livable Communities, and Administration and Finance and MassDOT on land use related activities including the review of proposals to the MassWorks, HousingWorks, Complete Streets, and MassTrails grant programs. 6) Other Duties: Perform other duties as assigned by the Assistant Secretary for Environmental Policy. PREFERRED QUALIFICATIONS 1. Knowledge of the principles and practices of land use, land conservation, and legislative process. 2. Knowledge of the terminology and standard abbreviations used in land use planning 3. Knowledge of the terminology, symbols, codes and standard abbreviations used on maps. 4. Knowledge of the methods of general report writing. 5. Ability to write concisely, to express thoughts clearly, and to develop ideas in logical sequence. 6. Ability to maintain accurate records. 7. Ability to follow written and oral instructions. 8. Ability to communicate effectively in oral expression. 9. Ability to give written and oral instructions in a precise, understandable manner. 10. Ability to deal tactfully with others and establish rapport with persons from different ethnic, cultural and/or economic backgrounds. 11. Ability to establish and maintain harmonious working relationships with others. 12. Ability to work independently. 13. Ability to exercise sound judgment. First consideration will be given to those applicants that apply within the first 14 days. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five years of full-time, or equivalent part-time technical or professional experience in urban or regional planning, environmental planning, transportation planning or land use planning, and (B) of which at least three years must have been in a professional capacity, and (C) of which at least one year must have been in a supervisory capacity, or (D) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for two years d the required (A) experience.* II. A Graduate degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for three years of the required (A) experience and one year of the required (B) experience. Education toward such a degree will be prorated on the basis on the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of three years of the required experience. Substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitution will be permitted for the required (C) experience.
